Job Overview:
The National Individual Contractor in Information Management will play a crucial role in supporting the 2026 Pacific Human Rights Situational Analysis Report. This position involves creating a comprehensive information management package that includes validated datasets, analytical outputs, and visual information products. The contractor will work closely with the OHCHR PRO focal point and human rights officers to ensure that the information tools and services are effectively transitioned and integrated into the situational analysis. The role requires a strong focus on data management, visualization, and collaboration with various stakeholders to produce high-quality outputs that enable evidence-based human rights analysis across Pacific Island Countries.

Duties and Responsibilities:
The contractor will be responsible for several key tasks:

• Inception and work planning: Participate in briefings with OHCHR PRO, collaborate with human rights officers, review background documents, and submit a short inception report with a refined workplan and timeline.
• Data spreadsheets: Design and develop spreadsheets and data tools to support the situational analysis, consolidating operational information for human rights analysis.
• Data Management: Develop and manage new data elements, provide advice on assessment design for data quality, and manage platforms and tools for data collection and analysis.
• Visual information products: Produce and update visual contributions to the report, including charts, infographics, and map visualizations.
• Final content submission: Revise all content based on feedback, submit a complete package of deliverables, and ensure proper data management practices are followed.

Required Qualifications:
Candidates must possess a Bachelor’s university degree (or equivalent) in information management, information systems, social science, or a related field. Additionally, a minimum of three years of progressively responsible experience in relevant areas such as information management, data management, and geographic information systems is required. Experience working in the Pacific region is essential, and familiarity with GIS tools, O365 tools, and data systems is desirable. Experience within the United Nations common system or an international organization is also a plus.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in information management, information systems, social science, or a related field. This educational foundation is critical for understanding the complexities of data management and information systems necessary for the role.

Experience:
The position requires a minimum of three years of progressively responsible experience in fields related to information management, data management, web management, and geographic information systems. Candidates should have a proven track record of working effectively in these areas, particularly in the context of the Pacific region, which adds a layer of complexity and cultural understanding to the role.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization. Additionally, a working knowledge of Fijian or any indigenous languages from the Pacific region will be considered an advantage, as it may facilitate better communication and understanding within the local context.
