Job Overview: The Regional Revenue Administration Advisor position is a critical role within the IMF's Fiscal Affairs Department and the Southeast Europe Regional Technical Assistance Center (SEETAC). The advisor will be responsible for supporting the implementation of the IMF’s regional capacity development (CD) program in revenue administration. This program is designed to assist SEETAC member countries, including Albania, Bosnia and Herzegovina, Kosovo, Moldova, Montenegro, North Macedonia, and Serbia, in strengthening their revenue mobilization efforts, improving compliance, and enhancing the overall effectiveness and efficiency of their revenue administrations. The advisor will work closely with FAD, SEETAC management, and member countries to deliver tailored capacity development support, ensuring that it aligns with the specific reform agendas of each country. The initial appointment is for one year, with the possibility of extension based on performance and business needs.
Duties and Responsibilities: The successful candidate will be expected to establish and maintain strong relationships with revenue administrations and ministries of finance in SEETAC member countries to assess capacity development needs and ensure effective delivery of support. They will develop, manage, and implement country-specific and regional capacity development work programs that align with SEETAC priorities and the reform agendas of member countries. The advisor will lead the design and delivery of technical assistance on core areas of tax administration, including compliance risk management, digital transformation, organizational reform, and strengthening core tax administration functions. They will provide direct capacity development support to member countries while also contributing to FAD-led initiatives and analytical work programs in the region. Organizing and delivering regional training activities, including workshops and seminars, in collaboration with other partners will also be a key responsibility. The advisor will manage, guide, and provide technical and logistical support to short-term experts, ensuring consistency and quality of outputs. Coordination of capacity development activities with IMF departments, donors, and other development partners will be essential to ensure complementarity and avoid duplication. The advisor will monitor the implementation and assess the impact of capacity development activities, contributing to results-based management processes and preparing regular progress reports for SEETAC management and the Steering Committee.
Required Qualifications: The successful candidate should possess extensive experience in revenue administration, including senior-level or advisory roles, with demonstrated expertise in compliance risk management, digitalization, analytics, and institutional reform. A strong knowledge of legislative and regulatory frameworks for direct and indirect taxation, along with their practical application in modern tax administrations, is essential. Proven experience in strategic planning, management, and implementation of revenue administration reforms, including modernization programs and the use of information technology to improve operational effectiveness, is required. Candidates should have at least 10 years of relevant professional experience, including experience in delivering or managing capacity development in an international context. The ability to design, manage, and implement complex, multi-country work programs and coordinate effectively across stakeholders is crucial. Strong interpersonal and communication skills are necessary to engage effectively with senior officials, build trusted relationships, and deliver high-quality training and advice.
Educational Background: An advanced university degree in economics, public finance, tax law, or a related field is required for this position. This educational background will provide the necessary theoretical foundation and analytical skills needed to navigate the complexities of revenue administration and fiscal policy.
Experience: Candidates should have a minimum of 10 years of relevant professional experience in revenue administration, particularly in senior-level or advisory roles. Experience in delivering or managing capacity development initiatives in an international context is essential, as is familiarity with fiscal reforms in SEETAC member countries. Experience working with international organizations will be considered an asset, as it demonstrates the ability to operate effectively in a global environment.
Languages: Fluency in English is mandatory for this position, as it is the working language of the IMF. Knowledge of additional languages relevant to the SEETAC region, such as Albanian, Bosnian, Serbian, or other regional languages, would be considered a valuable asset, enhancing the advisor's ability to communicate and engage with stakeholders in the member countries.
Additional Notes: The initial appointment for this position is for a period of one year, with the possibility of extension for up to three years, subject to performance, budget availability, and business needs.
