National Consultant - Anti-Corruption

Job Overview:
The National Consultant for Anti-Corruption will play a pivotal role in supporting the United Nations Office on Drugs and Crime (UNODC) in its mission to combat corruption, particularly among youth in Ukraine. This position involves reviewing submissions from young applicants participating in a youth competition, facilitating workshops aimed at building anti-corruption capacities, and engaging young people in meaningful discussions with anti-corruption authorities. The consultant will be responsible for preparing qualitative surveys, analyzing data, and producing reports that highlight the impact of corruption on youth. The role requires a deep understanding of anti-corruption issues, strong communication skills, and the ability to engage effectively with young participants and stakeholders. The consultant will work closely with UNODC staff and other consultants to ensure that all activities align with the GRACE Initiative's methodologies and objectives.

Duties and Responsibilities:
The consultant will undertake several key responsibilities, including:

• Reviewing submissions from young applicants in Ukraine to identify winners of the youth competition.
• Conducting a qualitative survey on the impact of corruption on young people in Ukraine and preparing a comprehensive report analyzing the quantitative data derived from this survey.
• Translating and reviewing workshop materials, documentation, presentations, and communication materials provided by the GRACE team for the workshops.
• Facilitating and presenting at up to two anti-corruption capacity-building workshops in Lviv, Ukraine.
• Producing a two-page summary of the workshops to be presented as an outcome document to representatives of the anti-corruption authorities.
• Facilitating a workshop focused on meaningful youth engagement in anti-corruption work, collaborating with representatives of the anti-corruption authorities.
• Producing a report (maximum 10 pages) that highlights key areas of collaboration identified during the workshops and supporting its translation into Ukrainian.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in law, political science, international relations, public administration, social sciences, education, youth studies, communications, or a related field. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates should have at least five years of progressively responsible professional experience in anti-corruption, governance, rule of law, civic engagement, youth empowerment, education, or a related field. Experience in designing, organizing, or facilitating capacity-building workshops and previous work experience in Ukraine, particularly with youth and civil society, is essential. Familiarity with UNODC’s anti-corruption education resources and the GRACE Initiative is desirable, as is previous experience with the United Nations.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in relevant fields such as law, political science, international relations, public administration, social sciences, education, youth studies, or communications is required. A first-level university degree in similar fields, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced degree.

Experience:
Candidates should have a minimum of five years of progressively responsible professional experience in areas related to anti-corruption, governance, rule of law, civic engagement, youth empowerment, or education. Experience in designing and facilitating workshops and previous work in Ukraine, especially with youth and civil society, is crucial. Familiarity with anti-corruption education and youth empowerment initiatives is highly desirable, as is experience working with the United Nations.

Languages:
Fluency in oral and written English and Ukrainian is required for this position. Knowledge of another official United Nations language is considered an advantage. English and French are the working languages of the United Nations Secretariat, making proficiency in these languages beneficial.
