Job Overview: The Urban and Migration Advisor position is designed for professionals with extensive experience in urban development, migration issues, and municipal finance. The advisor will provide high-level technical expertise to Cities Alliance, focusing on three critical areas: housing and urban planning, municipal finance, and migration and social cohesion. The role requires a deep understanding of the complexities surrounding urbanization, human mobility, and socio-economic vulnerabilities, particularly in the context of secondary cities in Africa. The advisor will be expected to develop strategies that promote inclusive housing solutions, enhance municipal revenue generation, and foster social cohesion among diverse communities. This position is home-based, allowing for flexibility while requiring a commitment to deliver impactful results in a challenging and dynamic environment.
Duties and Responsibilities:
Provide expert advice on comprehensive slum upgrading and inclusive housing initiatives to improve living conditions in urban areas.
Develop and implement strategies for effective municipal finance, including revenue generation mechanisms and capital investment planning.
Analyze and assess the financial resilience of local governments and recommend improvements.
Address the challenges of rapid urbanization and migration by fostering social cohesion among migrants, displaced populations, and host communities.
Collaborate with local governments, NGOs, and other stakeholders to design and implement urban development projects.
Conduct research and analysis on urbanization trends, migration patterns, and socio-economic vulnerabilities.
Prepare reports and presentations to communicate findings and recommendations to various audiences.
Participate in workshops, conferences, and meetings to represent Cities Alliance and share expertise.
Monitor and evaluate the impact of implemented strategies and projects, providing feedback for continuous improvement.
Required Qualifications:
Proven expertise in urban development, migration, and municipal finance.
Strong analytical and problem-solving skills, with the ability to develop innovative solutions to complex urban challenges.
Excellent communication and interpersonal skills, capable of engaging with diverse stakeholders.
Demonstrated ability to work independently and manage multiple projects simultaneously.
Familiarity with international development frameworks and policies related to urbanization and migration.
Educational Background: A Master's degree in Urban Planning, Public Policy, Social Sciences, or a related field is required. A Ph.D. or equivalent advanced degree is preferred, particularly for candidates with a strong research background in urban studies or migration.
Experience: A minimum of 7-10 years of relevant professional experience in urban development, migration, or municipal finance is required. Experience working in developing countries, particularly in Africa, is highly desirable. Proven track record of successfully managing projects and providing technical assistance in similar roles is essential.
Languages: Fluency in English is mandatory. Proficiency in additional languages, particularly French or Spanish, is considered an asset and will enhance the candidate's profile.
Additional Notes: This position is a senior-level role with a contract duration of 1 year, renewable based on performance and budget availability. The advisor will work on a retainer basis, with up to 80 working days expected over the contract period. The role is fully remote, allowing for flexibility in work arrangements.
