Job Overview:
The Programme Management Officer position is situated within UNEP's Climate Change Division, specifically in the Adaptation & Resilience Branch, Climate Change Adaptation Unit (CCAU) at the Accra duty station. The incumbent will work under the direct supervision of the Head of the CCAU and will be responsible for providing technical guidance and support for project objectives. This role involves reviewing country-specific development plans, analyzing socioeconomic data, and ensuring adherence to UNEP's financial and administrative regulations. The officer will also be tasked with monitoring project progress, identifying challenges, and proposing solutions to ensure timely delivery of results. Additionally, the position requires coordination of adaptation policy processes, drafting reports, and maintaining communication with various stakeholders to ensure project visibility and effectiveness.

Duties and Responsibilities:
The duties and responsibilities of the Programme Management Officer include: 1) Project Management and Technical Support: Providing technical guidance for project objectives, reviewing country-specific development plans, assembling data for planning and reporting, ensuring adherence to UNEP regulations, assisting in resource programming, monitoring project activities, and documenting good practices. 2) Adaptation Policy Process Coordination: Drafting terms of reference, preparing reports, organizing consultative meetings, maintaining communication with stakeholders, and ensuring project visibility. 3) Data Analysis: Collecting and analyzing data to identify trends, providing insights through data visualization, and ensuring documentation of requirements for data analysis. 4) Other Duties: Performing additional tasks as assigned by supervisors related to project goals.

Required Qualifications:
The required qualifications for the Programme Management Officer position include an advanced university degree (Master’s degree or equivalent) in business administration, environmental science, management, economics, social science, project planning and management, or a related field. Alternatively, a first-level university degree (bachelor’s degree or equivalent) with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Candidates must demonstrate knowledge of climate change adaptation, ecosystem resilience, and sustainable development, particularly in the context of Ghana.

Educational Background:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in relevant fields such as business administration, environmental science, management, economics, social science, or project planning and management. A first-level university degree (bachelor’s degree or equivalent) may be accepted if accompanied by two additional years of relevant work experience.

Experience:
A minimum of five years of progressively responsible experience in project or programme management is required. This includes experience in programme design, implementation, monitoring, evaluation, and reporting. Candidates should have experience providing technical advisory support in climate change adaptation and sustainable development, particularly in Ghana. Desirable experience includes working in multi-cultural settings, understanding Ghana's ecosystems, and contributing to national and sector policy development.

Languages:
English is required for this position, as it is one of the working languages of the United Nations Secretariat. French is also a working language, but proficiency in English is mandatory for this job opening.
