Job Overview: The National Consultant will play a crucial role in coordinating a project aimed at strengthening the capacity of transport policymakers in Kyrgyzstan to utilize digital technologies for developing resilient and inclusive mobility policies and plans. This position involves working closely with the Regional Consultant and the National Focal Point to facilitate project activities, including the organization of inception meetings, data collection, and stakeholder consultations. The consultant will assist in the development of a local resilient and inclusive peri-urban mobility plan that leverages digital technologies, ensuring that the needs of vulnerable populations are addressed. The role requires a strong understanding of transport policies, digital transformation, and social inclusion, as well as the ability to engage with various stakeholders to promote effective mobility solutions.
Duties and Responsibilities: The National Consultant will be responsible for a range of duties including:
Coordinating the project inception meeting and fact-finding mission in Bishkek, collaborating with the Regional Consultant.
Supporting the establishment of the Technical Advisory Group by providing necessary assistance to the Regional Consultant.
Collecting and analyzing data on local contexts to inform the Regional Consultant’s Assessment Report regarding resilient rural-urban and active mobility plans utilizing digital technologies.
Assisting with the Just Transition analysis and labor force implications of digital transformation, focusing on employment opportunities for women in digital mobility services.
Facilitating a national stakeholder consultation and capacity-building workshop to identify local challenges and enhance stakeholder capacity in improving peri-urban mobility.
Initiating the development of a local resilient and inclusive peri-urban mobility plan in collaboration with local authorities and the Regional Consultant, building on existing ESCAP knowledge products and local policies.
Required Qualifications: Candidates must possess a university degree in transportation management, transportation engineering, urban planning, environmental science, public policy, or a related discipline. They should have at least 5 years of relevant work experience in development projects, particularly in sustainability and transportation. Demonstrated skills in data collection, technical report development, and organizing national and regional meetings are essential. Experience working with government stakeholders in regulatory frameworks and policy recommendations is also required. The ability to work collaboratively in multi-country teams is crucial for this role.
Educational Background: The educational background required for this position includes a university degree in fields such as transportation management, transportation engineering, urban planning, environmental science, or public policy. This educational foundation is critical for understanding the complexities of transport systems and the integration of digital technologies in mobility planning.
Experience: The position requires a minimum of 5 years of experience in development projects, with a focus on sustainability and transportation.
