Job Overview:
The Information Systems Officer position is critical for ensuring the effective delivery, stability, and continuous improvement of enterprise ICT infrastructure services at UNON. The role involves advanced operational oversight and technical leadership within the Infrastructure Management Section (IMS) of the Information and Communications Technology Service (ICTS). The incumbent will be responsible for managing Network Operations Centre (NOC) functions, infrastructure observability, automation, and cloud operations. This position requires a proactive approach to incident management, ensuring that ICT infrastructure services are available and functioning optimally. The officer will also play a key role in coordinating with various technical teams and stakeholders to support the operational needs of UNON and its client entities, thereby contributing to the overall efficiency and effectiveness of the organization's ICT services.

Duties and Responsibilities:
The Information Systems Officer will undertake a variety of responsibilities, including:
  • Network Operations and Incident Management: Planning and overseeing daily operations of the NOC, ensuring the availability of ICT infrastructure services, and developing operational procedures for incident management.
  • Infrastructure Observability, Cloud Operations, and Automation: Managing enterprise observability platforms, ensuring the accuracy of monitoring data, and leading the deployment of automation practices.
  • Team Management and Operational Governance: Participating in recruitment and training of NOC personnel, coordinating shift coverage, and ensuring adherence to operational standards.
  • Service Improvement, Projects, and Stakeholder Engagement: Engaging in infrastructure modernization projects, maintaining operational documentation, and coordinating with stakeholders to ensure service delivery aligns with business needs.
  • Performing other related duties as required to support the overall mission of UNON.

Required Qualifications:
Candidates must possess strong technical expertise in enterprise networking, wireless systems, cloud platforms, and infrastructure operations. They should demonstrate sound judgment in resolving complex ICT issues and maintain professionalism in high-pressure situations. The role requires a commitment to gender perspectives and equal participation in all areas of work, as well as the ability to develop clear goals and prioritize tasks effectively. Candidates should also be technologically aware, actively seeking to apply new technologies to enhance operational efficiency.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in Information Technology, Computer Science, Systems Engineering, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Specific qualifications include an ITIL 4 Foundation certificate, a Microsoft Azure or AWS professional certificate, and a Cisco Certified Network Professional (CCNP) or CompTIA Network+ or Certified Information Systems Security Professional (CISSP) certification.

Experience:
A minimum of five years of progressively responsible experience in ICT and network operations is required, with at least three years in a supervisory or operational management role. Proven experience in NOC operations, monitoring platforms, cloud operations, and incident management is essential. Experience supporting large-scale conferences and mission-critical events is desirable, along with familiarity with Configuration Management Databases (CMDB) and Business Continuity Planning. Exposure to infrastructure automation or scripting tools such as Ansible, PowerShell, Bash, or Python is also beneficial, as is experience with open-source technologies and platforms.

Languages:
English is required for this position, as it is one of the working languages of the United Nations Secretariat. French is also a working language, but proficiency in English is mandatory. Candidates should refer to the UN Language Framework for specific language skill requirements.
