Job Overview:
The RMNCAH Consultant will play a pivotal role in supporting the Kenya Country Coordinating Mechanism (KCCM) in the development of a high-quality, evidence-based Global Fund Funding Request for HIV, TB, Malaria, and Resilient and Sustainable Systems for Health (RSSH). This position requires collaboration with various stakeholders, including the SRHR & Health Systems Specialist, the SRHR/Youth Advisor, and the Deputy Representative. The consultant will leverage Primary Health Care (PHC) platforms to enhance the integration of RMNCAH services with HIV, TB, and Malaria interventions. The consultant's work will focus on designing integrated service delivery packages, ensuring quality of care, and addressing gender-related barriers to health services. The consultant will also be responsible for drafting components of the funding application and developing indicators to track service integration and performance.

Duties and Responsibilities:
The consultant will be responsible for a range of duties, including:
  • Collaborating with the proposal development team to design integrated service delivery packages that leverage RMNCAH platforms for HIV, TB, and Malaria services.
  • Supporting the integration of interventions addressing gender-related barriers and violence against women and girls into primary healthcare systems.
  • Leading the drafting of specific components of the funding application, focusing on quality improvement, capacity building, and regulatory frameworks for nurse- and midwifery-led care models.
  • Ensuring proposed community health systems strengthening interventions promote sustainable access to services and enhance linkages between community and primary healthcare platforms.
  • Collaborating with RSSH and PSM teams to identify approaches that strengthen the delivery of health commodities and services, particularly for adolescent girls and young women.
  • Developing indicators to track the integration and performance of RMNCAH/HTM services across the continuum of care.
  • Preparing a final consultancy report summarizing activities, contributions, and recommendations in support of the funding application.

Required Qualifications:
Candidates must possess a minimum of a Master’s degree in Public Health, Health Systems, or a related field. They should have strong expertise in health systems strengthening, Sexual and Reproductive Health and Rights (SRHR), and Gender-Based Violence (GBV) interventions in Kenya. Additionally, candidates should demonstrate competitive proposal writing skills and the ability to design, pilot, evaluate, and scale up innovative strategies for integrating HIV, TB, and Malaria services into the country’s Universal Health Coverage agenda. Strong program design skills, including the ability to prepare logical and coherent documents, are essential. Candidates should also have demonstrated capacity to coordinate and work with diverse groups of national and international consultants.

Educational Background:
The educational background required for this position includes a Master’s degree in Public Health, Health Systems, or a related field. This advanced education is crucial for understanding the complexities of health systems and the specific needs related to reproductive, maternal, neonatal, child, and adolescent health.

Experience:
Candidates should have a minimum of 5 years of working experience, with deep familiarity with the Kenyan health system and demonstrated experience in SRHR/RMNCAH, HIV, TB, and malaria programming and service delivery. This experience should include a proven track record in proposal writing and program design, as well as the ability to coordinate with diverse teams.

Languages:
Fluency in English is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
The consultancy is expected to last for twenty-five (25) days, with services to be delivered in Nairobi, Kenya, in a remote/office hybrid setting. The consultant will be required to attend meetings as requested by the GF Kenya Country Coordinating Mechanism, Ministry of Health, and partners. UNFPA will cover any necessary domestic travel costs outside Nairobi. All documents prepared during the assignment will be the property of UNFPA Kenya CO and cannot be reproduced without prior written approval. The consultant is expected to use their own equipment and workspace as necessary.
