Job Overview:
The UN Programme Management Officer will be located in UNEP's Climate Change Division, specifically within the Adaptation & Resilience Branch, Climate Change Adaptation Unit (CCAU) in Accra, Ghana. The incumbent will be responsible for providing technical guidance and support for project objectives, ensuring adherence to UNEP rules and regulations, and assisting in the programming and control of resources. The role involves monitoring project activities, providing technical inputs for project outputs, and coordinating adaptation policy processes. The officer will also engage with stakeholders, maintain communication with specialists, and ensure visibility of the project.

Duties and Responsibilities:
The duties of the UN Programme Management Officer include providing technical guidance for project objectives, reviewing country-specific development plans, supporting project delivery, ensuring adherence to financial regulations, preparing budget estimates, monitoring project progress, identifying and documenting good practices, drafting policy briefs, organizing consultative meetings, maintaining communication with stakeholders, and preparing public information materials. The officer will also analyze data to identify trends and provide insights for decision-making.

Required Qualifications:
Candidates must possess a minimum of five years of progressively responsible experience in project or programme management, including design, implementation, monitoring, and evaluation. Experience in climate change adaptation, environment, or sustainable development work, particularly in Ghana, is required. Desirable qualifications include experience in multi-cultural settings, national policy development, and institutional assessment related to environment and sustainable development.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, environmental science, management, economics, social science, project planning and management, or a related field is required. A first-level university degree with two additional years of relevant work experience may be accepted in lieu of the advanced degree.

Experience:
The position requires a minimum of five years of relevant experience in project or programme management, with a focus on climate change adaptation and sustainable development. Experience in data analytics or related areas is desirable, along with familiarity with Ghana's ecosystems and their services.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is considered a good to have language.

Additional Notes:
This position is open to nationals of Ghana only and is subject to local recruitment. The appointment is for an initial period of one year, with the possibility of extension based on the continued existence of the mandate and availability of funding. Staff members recruited locally are not eligible for allowances or benefits applicable to international recruitment.
