Job Overview: The Field Security Associate (FSA) position is crucial for ensuring the safety and security of UN personnel, premises, and assets in the Maroua area of Cameroon. The FSA will work under the supervision of the UN Security Adviser and the Field Security Coordination Officer (FSCO), supporting the Area Security Coordinator in implementing security operations. This role involves preparing risk assessments, maintaining security plans, and ensuring that minimum safety standards are upheld. The FSA will also be responsible for sharing security information with staff in a timely manner, thereby contributing to a secure working environment for all UN personnel. This position offers a unique opportunity to gain valuable experience in security management while directly contributing to the UN's mission of promoting peace and security, human rights, and sustainable development.
Duties and Responsibilities:
Assists in maintaining the Security Plan, including updating staff lists: Helps in the preparation and review of the UN Security Plan; supports actions during the implementation of the Security Plan as required; assists with monitoring the implementation of security measures as recommended in the Security Risks Management (SRM) process for the Area of Responsibility (AoR).
Assists in reporting security incidents affecting UN staff, offices, and assets: Aids in reporting security incidents and assists in preparing security reports, such as the Security Incident Report, Security Assessments, and Quarterly Incident Report.
Organizes and delivers training courses on security awareness and preparedness: Provides support in organizing and conducting training courses on security awareness and preparedness, and provides security orientation to newly assigned staff members; conducts security briefings as required; contributes to knowledge networks and professional communities.
Performs other security-related tasks: Provides support in conducting security evaluations and advises on Residential Security Measures for UN staff; establishes and maintains a warden system and updates information related to UN offices and residences; administers a pass and ID system; maintains liaison with commercial companies used for UN security at offices and residences to facilitate effective use of the guard force.
Provides general administrative assistance to the FSCO: Maintains routine and confidential correspondence files/documents; maintains a database on contact details related to host country security authorities; arranges appointments, receives visitors, screens telephone calls, answers queries with discretion, and takes minutes/notes at meetings. The incumbent may perform other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Required Qualifications:
Secondary Education is required.
A university degree (bachelor’s degree) in Political Science, Security Management, Management, or a relevant field will be given due consideration, but it is not a requirement.
Applicable security, police, and/or military training is desirable.
A valid driver’s license is required.
Minimum 6 years of experience in safety or security, law enforcement, or related areas with secondary education, or 3 years with a bachelor’s degree is required.
Prior experience working with the UN system, international NGOs, or within an international humanitarian or development setting is desired.
Experience using computer applications (MS Office, Excel, PowerPoint, and internet) is required.
Familiarity with the Cameroonian Security Environment, including specific security dynamics, risks, and challenges present in Cameroon, is desired.
Experience with local context, including political, social, and cultural factors, is desired. 1
Proficiency in operating HF and VHF radio communication systems commonly used in Cameroon is desired. 1
Previous experience or familiarity with diplomatic security protocols and procedures is desired.
Educational Background: The position requires at least a secondary education, with a preference for candidates holding a bachelor’s degree in Political Science, Security Management, Management, or a relevant field. Additionally, candidates should have experience using computer applications, including MS Office, Excel, and PowerPoint, as well as knowledge of the Cameroonian security environment, including its specific dynamics, risks, and challenges. Proficiency in operating HF and VHF radio communication systems is also a valuable asset for this position.
Languages: Fluency in French and a working knowledge of English are mandatory for this position, or vice versa, with fluency in English and a working knowledge of French. This bilingual requirement is essential for effective communication within the UN system and with local stakeholders, ensuring that the Field Security Associate can perform their duties effectively in a multilingual environment.
