Job Overview:
The Budget & Programming Associate position at WFP is designed to provide specialized support for the efficient planning, monitoring, and analysis of project financial performance. The role is crucial for enhancing the optimal use of financial resources within the organization. The associate will be responsible for reviewing budget plans, monitoring project financial performance, and making recommendations in compliance with WFP financial policies and best practices. This position requires a proactive approach to financial analysis and resource optimization, ensuring that funds are utilized effectively to support WFP's mission. The associate will also contribute to the improvement of internal processes and corporate systems, facilitating better planning and budget management. Duties and Responsibilities:
  • Review budget plans and monitor project financial performance, providing recommendations to support financial analysis and resource optimization.
  • Conduct comprehensive analyses on fund and grant balances, identifying surpluses and deficits, and suggesting corrective measures to maximize fund utilization.
  • Support pipeline management to prevent and address pipeline breaks, ensuring operational effectiveness.
  • Contribute to the enhancement of internal processes and corporate systems, designing tools for better planning and budget management.
  • Enter project budget plans and revisions into corporate systems, ensuring timely and accurate data capture.
  • Compile and analyze data, maintain accurate records, and prepare periodic and ad hoc reports for internal and external stakeholders.
  • Provide inputs for the CO Resource Management Committee (RMC) regarding resource prioritization against the Country Portfolio Budget (CPB).
  • Assist in the management of Global Commodity Management Facility (GCMF) supply lines and facilitate decision-making for corporate stock allocation.
  • Maintain communication with stakeholders on project funds management matters to clarify discrepancies and optimize fund usage. 1
  • Guide support staff in budget planning and fund management, contributing to their learning and development. 1
  • Follow emergency preparedness practices to ensure WFP can respond quickly to crises. 1
  • Perform other relevant duties as required.

Required Qualifications:
Candidates must have a completion of secondary school education, along with a post-secondary certificate in a related functional area. Additionally, candidates should possess six or more years of progressively responsible work experience in a relevant business stream, particularly in general administrative work. Desired experiences include assisting with budget monitoring, understanding information and financial systems, and performing analytics of medium complexity. Candidates should also have experience in preparing and managing operational budgets and working with large datasets.

Educational Background:
The educational background required for this position includes a completion of secondary school education and a post-secondary certificate in a related functional area. This educational foundation is essential for understanding the complexities of budget management and financial analysis within the context of WFP's operations.

Experience:
The position requires a minimum of six years of progressively responsible work experience in a relevant business stream. Candidates should have experience in general administrative work, budget monitoring, and resource management. It is also beneficial for candidates to have experience in preparing and managing operational budgets, as well as working with large datasets and financial systems.

Languages:
Fluency in both oral and written communication in the UN language in use at the duty station is mandatory. Additionally, proficiency in the local language of the duty station, if different, is also required.
