Job Overview:
The consultant will be part of the Kosovo Programme 2026–2030, focusing on strengthening policy optimization at the central level and ensuring that child-related indicators are included in the Municipal Performance Grant system. The role emphasizes the importance of child rights in decision-making and investments, and the consultant will be expected to develop rigorous assessments and evaluations that align with UNICEF's mission. The position requires a deep understanding of child rights and the ability to communicate effectively with various stakeholders to promote these rights within the framework of UNICEF's goals.

Duties and Responsibilities:
  • Develop and implement rigorous assessment and evaluation methodologies to measure the effectiveness of child-related policies and programs in Kosovo.
  • Collaborate with local institutions to integrate child rights indicators into the Municipal Performance Grant system.
  • Facilitate communication and engagement with stakeholders, ensuring their input is considered in policy optimization processes.
  • Conduct training sessions and workshops to build capacity among local staff and stakeholders regarding assessment and evaluation practices.
  • Prepare comprehensive reports and presentations on findings and recommendations for UNICEF and local partners.
  • Stay updated on best practices and innovations in child rights advocacy and evaluation methodologies.

Required Qualifications:
  • A Master's degree in social science or a related field is required.
  • At least 7 years of professional experience in assessment, evaluation, and evidence generation is essential.
  • Demonstrated ability to develop rigorous assessment and evaluation frameworks.
  • Knowledge of Standard Cost Model methodology and previous experience with international organizations is preferred.
  • Familiarity with UN programming and experience working with UN agencies will be an advantage.
  • Strong process management skills, including facilitation and stakeholder communication.

Educational Background:
Candidates must possess a Master's degree in social science or a related field, which provides the necessary theoretical foundation and practical skills for conducting assessments and evaluations in the context of child rights and policy optimization.

Experience:
The position requires a minimum of 7 years of relevant professional experience, particularly in the fields of assessment, evaluation, and evidence generation. Candidates should have a proven track record of working with international organizations and familiarity with UN programming, which will enhance their ability to navigate the complexities of the role effectively.

Languages:
Excellent writing and oral communication skills in English are mandatory. Proficiency in additional languages may be considered an asset, particularly those relevant to the local context in Kosovo.
