Job Overview:
The Senior Finance & Budget Assistant plays a crucial role in the financial management and budgetary processes within the United Nations framework. This position involves acting as a Certifying Officer in the absence of program managers, conducting thorough reviews and analyses of program plans and budget proposals, and ensuring compliance with legislative mandates. The role requires collaboration with higher-level Finance & Budget Officers to support budget reviews and the preparation of allotments. The assistant will monitor budget implementation, recommend reallocations, and ensure the integrity of financial databases. Additionally, the position involves drafting correspondence related to financial matters, providing guidance and training to junior staff, and assisting in data collection and analysis for decision-making purposes. The Senior Finance & Budget Assistant is expected to stay updated on relevant guidelines and policies, ensuring that all financial activities align with the United Nations' objectives and regulations.

Duties and Responsibilities:
The Senior Finance & Budget Assistant is responsible for a wide range of duties, including but not limited to: acting as Certifying Officers for budgetary matters, conducting reviews and analyses of program plans, assisting in the finalization of budget proposals, monitoring budget implementation and expenditures, reviewing requisitions for goods and services, ensuring compliance with financial regulations, preparing budget performance submissions, and analyzing variances between approved budgets and actual expenditures. The assistant will also coordinate with other finance and budget staff, draft correspondence regarding financial inquiries, provide training and supervision to general service staff, and assist in the preparation of data presentations and reports. Furthermore, the role requires keeping abreast of documents and guidelines that impact program and peacekeeping budgets, ensuring adherence to intergovernmental recommendations and United Nations policies.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A minimum of ten years of experience in finance, budget, accounting, or administrative services is required. This experience can be reduced to eight years for candidates with a first-level university degree or higher. Additionally, candidates must have at least one year of experience in data analytics or a related area, and experience in system enhancements is also required. Desirable qualifications include experience in preparing results-based budgets in a large international setting and the ability to summarize and present information from large data sets effectively.

Educational Background:
The educational requirement for this position is a high school diploma or equivalent. However, candidates with a first-level university degree or higher may have their minimum experience requirement reduced, highlighting the importance of formal education in finance or a related field.

Experience:
The position requires a minimum of ten years of relevant experience in finance, budget, accounting, or administrative services. For candidates with a first-level university degree or higher, this requirement is reduced to eight years. Additionally, candidates must have at least one year of experience in data analytics or a related area, with further desirable experience in preparing budgets and providing support on budgetary issues to intergovernmental bodies.

Languages:
English is the mandatory working language for this position, with a required proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations, and while it is not mandatory for this position, proficiency in French may be considered an asset.
