Job Overview: The Health Monitoring and Evaluation Officer plays a crucial role in supporting the Health Section of UNICEF in implementing, monitoring, evaluating, and reporting on health programs. This position is essential for improving program performance and achieving results in the country office. The officer will contribute to evidence-based decision-making and ensure programmatic coherence by supporting integrated monitoring, evaluation, and data systems, particularly focusing on maternal, newborn, child, and adolescent health (MNCAH) and Community Health Systems interventions. Under the supervision of the Health Manager, the officer will generate actionable performance insights through data analysis, monitoring tools, and evaluation reporting. Additionally, the role involves identifying gaps, lessons learned, and corrective actions to inform planning and enhance program effectiveness. The officer will also support cross-sectoral collaboration with other sectors such as Nutrition, WASH, and SBC to strengthen the efficiency and impact of UNICEF's health interventions in alignment with national priorities.
Duties and Responsibilities: The Health Monitoring and Evaluation Officer will be responsible for several key functions, including:
Supporting the Health Manager in timely data collection and ensuring quality control for Health Programs, particularly for MNCAH and Community Health System Interventions.
Assisting in Result-Based Management for the Health Section, focusing on MNCAH and Community Health System Interventions.
Monitoring Field Offices related to MNCAH and Community Health interventions to ensure compliance and effectiveness.
Engaging in partnership, reporting, and knowledge management to enhance the impact of results achieved through health programs.
Contributing to the development of monitoring and evaluation frameworks that align with UNICEF's strategic objectives.
Collaborating with various stakeholders to facilitate data sharing and utilization for program improvement.
Conducting training and capacity-building initiatives for staff and partners on monitoring and evaluation practices.
Required Qualifications: To qualify for this position, candidates must meet the following minimum requirements:
Work Experience: A minimum of two (2) years of relevant professional experience in monitoring and evaluation, data management, or public health programs is required. Candidates should demonstrate expertise in data collection, analysis, reporting, and knowledge management.
Skills: Full computer literacy, including proficiency in MS Office Software and knowledge of SharePoint systems, is essential. Candidates should also be familiar with UNICEF procedures and systems.
Educational Background: Candidates must possess a Bachelor’s degree or equivalent in relevant fields such as Public Health, Political Science, Social Science, Statistics, Data Science, Project Management, International Relations, Community Development, or International Development. This educational background is crucial for understanding the complexities of health programs and the methodologies used in monitoring and evaluation.
Experience: The position requires a minimum of two (2) years of relevant professional experience in monitoring and evaluation, data management, or public health programs. Candidates should have demonstrated expertise in data collection, analysis, reporting, and knowledge management, as well as experience in result-based management and performance tracking tools. Experience working with government and non-government counterparts in the health sector, particularly in West and Central Africa, is highly desirable.
Languages: Fluency in French is required for this position. Knowledge of another official UN language (Arabic, Chinese, English, Russian, or Spanish) or a local language is considered an asset, enhancing communication and collaboration with diverse stakeholders.
