Job Overview:
The Consultant will play a crucial role in improving the public health system's response to health challenges faced by migrants in Tunisia, specifically in the Zarzis area. Under the supervision of the Head of Sub-office and the migration health physician, the Consultant will be responsible for providing medical assistance to migrant beneficiaries accessing IOM medical services. This includes creating and maintaining medical records, coordinating medical referrals, and advocating for individuals with special health needs. The Consultant will also conduct health needs assessments, monitor service provisions, and promote health awareness among migrants and host communities. The role requires a proactive approach to identifying and addressing health determinants affecting the migrant population, ensuring that services are adequate and responsive to their needs.

Duties and Responsibilities:
The Consultant's duties include providing medical assistance to migrant beneficiaries, assisting medical physicians, creating and updating medical records, coordinating medical referrals, and supporting medical services in governmental health facilities. The Consultant will identify special health needs, contribute to monitoring quality health services, and conduct health needs assessments. They will also highlight psychosocial needs to caseworkers, monitor pre-departure medical checks, conduct health promotion activities, liaise with community leaders, and coordinate the storage and maintenance of medical supplies. Additionally, the Consultant will review services from a gender perspective, assist in medical convoys, write reports, and respond to emergency calls as needed.

Required Qualifications:
Candidates must possess a university or technical degree in nursing and have a minimum of two years of relevant work experience. Experience in the public health sector in Tunisia is essential, along with knowledge of project development, implementation, and monitoring. Proven experience in community outreach and dialogue, as well as practical monitoring and evaluation experience, is required. Candidates should be fully proficient in Microsoft Office applications and have experience working in emergency situations.

Educational Background:
A university or technical degree in nursing is required for this position. This educational background ensures that the Consultant has the necessary knowledge and skills to provide medical assistance and support to migrant populations effectively.

Experience:
The position requires a minimum of two years of relevant work experience, particularly in the public health sector in Tunisia. Candidates should have experience in community outreach, project development, and implementation, as well as practical monitoring and evaluation experience. Experience working in emergency situations is also essential, as the Consultant will need to respond to urgent health needs among migrants.

Languages:
Fluency in French and Arabic is mandatory for this position, as these languages are essential for effective communication with migrant populations. A working knowledge of English is desirable, as it may facilitate communication with international partners and stakeholders. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The Consultant will be covered against occupational accidents and illnesses under the Compensation Plan, free of charge, for the duration of the consultancy. However, IOM does not provide evacuation or medical insurance for non-occupational accidents and illnesses, and consultants are responsible for their own medical insurance.
