Job Overview:
The Consultant for Inclusive Education Assessment will be responsible for evaluating the functioning and effectiveness of three Resource Centres for Children with Disabilities in Montenegro. This role will focus on their contributions to inclusive education and early intervention services. The consultant will be expected to conduct thorough assessments, engage with various stakeholders, and provide actionable recommendations to enhance the support provided to children with disabilities. The position requires a deep understanding of the local context and the ability to analyze educational frameworks and practices related to inclusivity.

Duties and Responsibilities:
  • Conduct a comprehensive assessment of the three Resource Centres for Children with Disabilities, focusing on their operational effectiveness and impact on inclusive education.
  • Collaborate with local educational authorities, health services, and child protection agencies to gather relevant data and insights.
  • Analyze existing educational practices and policies related to inclusive education in Montenegro.
  • Develop a detailed report outlining findings, conclusions, and recommendations for improving the support systems for children with disabilities.
  • Present findings to UNICEF and relevant stakeholders, ensuring clarity and actionable insights.
  • Engage in discussions with various stakeholders to promote understanding and implementation of inclusive education practices.
  • Provide ongoing support and guidance to the Resource Centres based on assessment outcomes.
  • Ensure that all activities align with UNICEF’s core values and mission.

Required Qualifications:
  • A Master's degree in education, with a focus on inclusive education and pedagogy.
  • At least five years of professional experience in pedagogy and education, with a strong emphasis on inclusive education.
  • Proven experience working in educational settings, particularly in roles that involve collaboration with UN agencies or similar organizations.
  • Strong analytical skills and the ability to synthesize complex information into clear, actionable recommendations.
  • Excellent interpersonal skills and the ability to work effectively with diverse groups of stakeholders.

Educational Background:
Candidates must possess a Master's degree in education, specifically in areas related to inclusive education and pedagogy. This educational background is essential to ensure a comprehensive understanding of the principles and practices necessary for supporting children with disabilities in educational settings.

Experience:
The position requires a minimum of five years of relevant work experience in the field of education, particularly focusing on pedagogy and inclusive education. Experience working with children with disabilities and familiarity with the local educational context in Montenegro will be considered advantageous. Previous collaboration with UNICEF or similar organizations is also a valuable asset.

Languages:
Fluency in English is mandatory, with advanced knowledge required for effective communication and reporting. Additionally, familiarity with regional languages such as Montenegrin, Serbian, Bosnian, or Croatian is highly desirable, as it will facilitate better engagement with local stakeholders and communities.

Additional Notes:
The contract duration for this consultancy is approximately 4.6 months, and the working arrangement is primarily remote, with potential travel required for stakeholder engagement and assessments.
