Job Overview:
The Capacity Development Analyst position is designed to support the implementation of a project aimed at catalyzing urgent recovery and strengthening resilience in Ukraine in response to the ongoing war. The role involves coordinating the planning, development, and execution of capacity development initiatives that address the needs of victims of the conflict, particularly those affected by landmines and other war-related challenges. The analyst will be responsible for organizing training sessions, workshops, and awareness-raising initiatives to enhance the capabilities of local institutions and service providers. This position requires a strategic approach to integrate various sectors and ensure that the project’s interventions are coherent with other initiatives in the field. The analyst will also monitor project progress, establish partnerships with key stakeholders, and facilitate knowledge sharing to promote best practices in rehabilitation and disability inclusion. The overarching goal is to create a safe living environment and promote socio-economic resilience among the affected populations in Ukraine.

Duties and Responsibilities:
  • Coordinate effective planning, conceptualization, development, and implementation of the capacity development process, including organizing and overseeing training sessions, workshops, and conferences.
  • Monitor and report on the progress of project activities, contributing to strategic planning and evaluation processes.
  • Establish partnerships and maintain communication with national and local authorities, public and private entities, and other stakeholders to support capacity development initiatives.
  • Facilitate information sharing and advocacy related to rehabilitation and disability inclusion, including drafting reports and developing online training materials.
  • Ensure the mainstreaming of disability inclusion and gender equality considerations in all capacity development work.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess an advanced university degree (master’s degree or equivalent) in Political Science, Public Administration, Law, International Relations, Social Sciences, or a related discipline. Alternatively, a first-level university degree (bachelor’s degree) in the aforementioned areas combined with an additional two years of qualifying experience will be considered. Candidates should have excellent knowledge of computer applications and demonstrated experience in leading needs assessments and designing capacity enhancement initiatives in collaboration with national and local authorities. Previous experience in mobilizing expertise for institutional reform and capacity development is also required, along with proven experience in cooperation with governmental structures and civil society organizations.

Educational Background:
The educational background required for this position includes a master’s degree in relevant fields such as Political Science, Public Administration, Law, International Relations, or Social Sciences. A bachelor’s degree in these areas, combined with additional qualifying experience, will also be considered. This educational foundation is essential for understanding the complexities of institutional reform and capacity building in the context of public institutions.

Experience:
The position requires a minimum of 2 years of relevant work experience at the national or international level in institutional reform and capacity building of public institutions, project management, or a related area. Candidates with a bachelor’s degree should have at least 4 years of relevant experience. This experience should include working with governmental and non-governmental organizations, facilitating training and workshops, and engaging in project management activities.

Languages:
Fluency in English and Ukrainian is required for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the context of the project and the communities served.
