Job Overview:
The AI Framework Consultancy position involves adapting UNICEF's AI Risk Assessment Framework into an operational approach that supports early, expert-led assessments of the PHIT AI Diagnostic and Treatment App. This role is crucial for facilitating timely, risk-informed decisions that will accelerate the application's design, procurement, and implementation while enhancing government capacity through tool development and training. The consultancy is structured over approximately 20 weeks and is divided into four phases, focusing on both immediate application and long-term institutionalization of the AI Risk Assessment Tool. The position requires a dual-track implementation approach, with two workstreams running concurrently: one focusing on immediate risk assessment and the other on developing a user-friendly governance framework for sustainable government use.

Duties and Responsibilities:
The duties and responsibilities of the AI Framework Consultancy include:
  • Adapting the AI Risk Assessment Framework to suit the PHIT AI Diagnostic and Treatment App, ensuring it meets operational needs.
  • Conducting a comprehensive risk assessment of the application to generate insights that inform design and procurement decisions.
  • Developing a user-friendly AI Risk Assessment Tool that can be institutionalized for long-term government use.
  • Engaging with government stakeholders to facilitate co-design processes and capacity building initiatives.
  • Conducting regulatory reviews and gap analyses to establish a shared interim framework.
  • Testing and validating the framework and tool with government users.
  • Integrating findings from both workstreams into comprehensive risk mitigation and governance guidance.
  • Finalizing the unified framework and tool, and supporting capacity building and institutionalization efforts.

Required Qualifications:
Candidates must possess a Master's degree in artificial intelligence, data science, computer science, public health, health informatics, or a related field. Additional qualifications or demonstrated expertise in digital governance, risk management, or regulatory frameworks for health technologies are highly desirable. Strong understanding of international AI governance frameworks and standards (NIST, WHO, ISO) is essential, along with the ability to translate risk assessment findings into practical actions.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as artificial intelligence, data science, computer science, public health, or health informatics. Additional qualifications in digital governance or risk management are advantageous and will enhance a candidate's profile.

Experience:
A minimum of 5 years of professional experience in AI governance, digital health governance, technology risk assessment, or related fields is required. Candidates should have experience working in the health sector, preferably in public health or health systems contexts, and should have engaged with senior government counterparts in co-designing processes, including capacity building and systems strengthening.

Languages:
Fluency in English is mandatory for this position. Knowledge of additional languages may be considered an advantage, particularly in contexts relevant to the Pacific Island countries.
