Job Overview: The position of Oficial de ICT is crucial for the monitoring and evaluation (MEAL) of the project RESURGIR, which aims to enhance community preparedness against disasters in the Chiquimula department. The official will provide technical support in ICT, ensuring the efficient operation and use of technology in line with CRS policies. The role involves field monitoring and evaluation, data collection, and the design and implementation of MEAL systems. Duties and Responsibilities: The Oficial de ICT will coordinate with the MEAL Coordinator to design, validate, implement, and strengthen the MEAL system for the RESURGIR project. Responsibilities include field monitoring of GAAP groups, collecting participant data using tools like CommCare and Kobo Collect, and collaborating on the design of monitoring tools and dashboards. The official will update project indicators regularly, support database configuration, ensure data quality, and assist in technical support for partner institutions. Additionally, the role involves documenting best practices, facilitating accountability mechanisms, and conducting periodic assessments of program quality through representative sampling of participants.
Required Qualifications: Candidates must possess strong relationship management skills, effective communication abilities, and analytical thinking. They should be proactive, solution-oriented, and capable of maintaining confidentiality. A valid driver's license for a four-wheel vehicle is essential. The role requires familiarity with data quality assurance, indicator interpretation, and the ability to implement and train on simple processes tailored to local realities. Candidates should also have experience in facilitating workshops and training sessions, as well as preparing technical reports for donors and management teams.
Educational Background: A Bachelor's degree or Engineering in systems, programming, or related fields is required. Candidates should have demonstrable experience in fieldwork, community engagement, and monitoring and evaluation processes. Technical expertise in database design, management, and digital form development using platforms like CommCare and Kobo Collect is essential. Knowledge of data processing, validation, analysis, and visualization using analytical engines and business intelligence tools is also necessary.
Experience: A minimum of three years of relevant work experience in a similar role is required. Candidates should have a proven track record in fieldwork, community work, and experience related to monitoring, evaluation, accountability, and learning. Experience in providing data visualization support, preferably with Microsoft Power BI, is also important. Familiarity with Android operating systems for program development is a plus.
Languages: Intermediate proficiency in English is preferred but not mandatory. Fluency in Spanish is essential as it is the primary language of communication in the region.
Additional Notes: The position is based in Chiquimula, with approximately 70% of the time spent in field activities across the municipalities of the department and 30% in the CRS office.
