Job Overview: In this consultancy position, you will lead, oversee, and coordinate all Operational Information Management (OIM) and Performance Reporting (PR) activities in Ukraine. Your role is crucial in establishing and presenting a standard and consistent operating picture of WFP operations and associated results, which will facilitate informed and timely decision-making at all levels of the organization. Given the current humanitarian crisis in Ukraine due to the ongoing war, your contributions will directly impact the effectiveness of WFP's response to the needs of affected populations. You will be responsible for developing systems and tools that support effective OIM and performance reporting, ensuring that WFP's operations are well-coordinated and that information is accurately disseminated among stakeholders. This position requires a proactive approach to managing information and performance reporting, as well as collaboration with various UN agencies and local partners to ensure a coherent humanitarian response.
Duties and Responsibilities: Your primary duties will include:
Leading the development of systems and tools for effective OIM and performance reporting in line with WFP and UN policies.
Providing technical advice and oversight to the Country Office (CO) on integrating OIM and PR policies into established systems.
Overseeing the collation and approval of information from various sources to enhance data flow and operational awareness.
Drafting and disseminating political and humanitarian analyses relevant to WFP's operations.
Preparing the Annual Country Report (ACR) in collaboration with various functions within the CO.
Collaborating with counterparts in other UN agencies to ensure consistency in humanitarian information.
Enhancing the capacity of WFP staff and partners through training and simulations.
Managing a small team of OIM staff, providing coaching and guidance.
Contributing to the development of normative guidance related to OIM and PR. 1
Supporting the CO in emergencies by overseeing the preparation and organization of Operational Task Forces (OTFs).
Required Qualifications: To be considered for this position, you must possess a sound theoretical understanding of OIM concepts and principles, along with a broad knowledge of best practices and techniques in the field. Strong analytical skills are essential, enabling you to interpret information effectively and communicate insights clearly to stakeholders. You should also have the ability to lead and motivate small teams, fostering a collaborative environment. Familiarity with common business principles and processes, as well as the ability to quickly assimilate UN/WFP specific processes and systems, is crucial for success in this role.
Educational Background: Candidates should hold an advanced university degree in Political Science, Economics, Statistics, Information Management, Journalism, Business Management, Social Sciences, or a related field. Alternatively, a first university degree combined with additional years of relevant work experience and/or training may be acceptable. This educational background will provide the necessary foundation for understanding the complexities of operational information management and performance reporting.
Experience: A minimum of 6 years of postgraduate professional experience is required, particularly in operational information management or related fields. This experience should demonstrate your ability to manage complex information systems and contribute to performance reporting in a humanitarian context. Your background should reflect a strong understanding of the challenges faced in humanitarian operations, particularly in crisis situations like the ongoing conflict in Ukraine.
Languages: Fluency in English (level C) is mandatory for this position. Strong oral and written communication skills are essential, as you will be required to articulate insights and analyses to various stakeholders within WFP and partner organizations. Knowledge of additional languages may be considered an asset, particularly in the context of working with diverse populations affected by humanitarian crises.
Additional Notes: This position is classified as a consultancy level II role, with a contract duration of 11 months. The duty station is Kyiv, Ukraine, and the role is full-time.
