Job Overview:
The Program Manager II – MEAL is a pivotal role within the country program, acting as the subject-matter expert for Monitoring, Evaluation, Accountability, and Learning (MEAL) policies and standards. This position is responsible for the strategic oversight of MEAL systems across multiple large and complex projects, ensuring that all aspects of project design, compliance, data integrity, learning, and accountability are maintained throughout the program cycle. The role also involves supporting new program development, enhancing the MEAL capacity of partners and staff, and fostering a culture of continuous improvement and learning to advance high-quality programming aligned with CRS’ mission. The Program Manager will lead efforts to integrate innovative practices and ensure that lessons learned are disseminated effectively, contributing to the agency's knowledge management agenda.

Duties and Responsibilities:
The Program Manager II – MEAL will provide leadership and technical oversight for the design and implementation of MEAL systems across large and complex projects. Key responsibilities include ensuring alignment with CRS MEAL policy and accountability frameworks, managing the development and supervision of data collection and reporting systems, and ensuring data quality and reliability. The role requires effective management of program talent, including setting clear goals for team members, managing team dynamics, and providing coaching and performance management. The Program Manager will also lead program learning initiatives, identify opportunities for research and publications, and ensure the integration of best practices. Additionally, the role involves providing technical guidance for proposal development, overseeing capacity strengthening activities for staff and partners, and ensuring timely project expenditures in line with financial plans.

Required Qualifications:
Candidates must possess a Bachelor’s degree in International Development, International Relations, Sociology, Statistics, MEAL, or a related field. A minimum of 5 years of relevant experience is required, with at least 2-3 years specifically in MEAL. Experience in managing large-scale projects and successfully leading MEAL programs is essential. Candidates should also have a strong background in project grants management, particularly with public donors such as USAID, and experience in engaging with partner organizations. Preferred qualifications include a Master’s degree in a relevant field and experience in an international NGO, along with proficiency in statistical data analysis software and the ability to write high-quality technical proposals.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in fields such as International Development, International Relations, Sociology, Statistics, MEAL, or a closely related discipline. A Master’s degree in a relevant area is preferred and may enhance a candidate's qualifications for the role.

Experience:
The position requires a minimum of 5 years of relevant professional experience, with a strong preference for candidates who have at least 2-3 years of experience specifically in the area of Monitoring, Evaluation, Accountability, and Learning (MEAL). Candidates should have a proven track record of managing complex projects and leading teams effectively, fostering a strong learning environment within their teams.

Languages:
Fluency in English is mandatory for this position, as effective communication and reporting are critical components of the role. Additionally, fluency in French is required, and knowledge of Swahili is considered a plus, enhancing the candidate's ability to engage with diverse stakeholders in the region.

This position may involve travel up to 40%, and candidates must be willing and able to travel as required.
