Job Overview: The M&E Officer at the Centre de Traitement Ambulatoire (CTA) will be a member of the Strategic Information team at FHI 360 Senegal and will work closely with the Senior Advisor for Monitoring and Evaluation. Under direct supervision, the M&E Officer will support the implementation of program activities and contribute effectively to the establishment of a system for data collection, compilation, analysis, and transmission. The role involves strengthening the capacity of the CTA in monitoring and evaluation, ensuring that the program's objectives are met and that data integrity is maintained throughout the process. The M&E Officer will play a crucial role in ensuring that the program's impact is measured accurately and that the findings are used to inform decision-making and improve program delivery.
Duties and Responsibilities: The M&E Officer will have specific responsibilities including: contributing to the implementation and sustainability of a monitoring and evaluation system that ensures timely and quality reporting from implementing partners (PMOs) and clinics; conducting direct data verification to ensure internal consistency and validity of program activity data provided by all PMOs and clinics through periodic data checks and audits; supporting the implementation of best practices in data management within PMOs and clinics to ensure adequate measurement of performance progress; ensuring correct and systematic completion of national tools for monitoring health service delivery to beneficiaries by PMOs and clinics; overseeing data entry by PMOs into national databases (DHIS2 E-Tracker) and FHI 360 project databases; contributing to the timely preparation and submission of all required project reports and documents as per agreed timelines with donors and programs; facilitating the interpretation and utilization of monitoring and evaluation data to inform decision-making; analyzing data from clinics and PMOs and conducting performance review meetings to collaboratively develop improvement plans; contributing to capacity-building activities in monitoring, evaluation, and reporting for PMOs and clinics; and executing any other tasks as requested by the Senior Regional Advisor for Strategic Information for West Africa and the direct supervisor to support project management, oversight, monitoring, and evaluation.
Required Qualifications: Candidates must possess a Master's degree in Public Health, Demography, Sociology, Epidemiology, Biostatistics, Psychology, or a related field. A minimum of 2 years of experience in monitoring, evaluation, and research related to public health programs, including experience in implementing HIV prevention programs, is required. Proven experience in setting HIV/AIDS objectives and reporting is essential. Candidates should have excellent writing and verbal communication skills, strong interpersonal skills, and presentation abilities. Experience in synthesizing information and producing related reports is necessary. Familiarity with E-tracker for individualized client tracking, development of health project indicators, and proficiency in Microsoft software (Excel, Word) and monitoring and evaluation/statistical software is required. Candidates should also have experience with DHIS2 and its E-tracker module, a solid understanding of data analysis, and the development of monitoring and evaluation systems in developing countries. Proficiency in French and basic knowledge of English is mandatory.
Educational Background: A Master's degree in a relevant field such as Public Health, Demography, Sociology, Epidemiology, Biostatistics, or Psychology is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively perform the duties associated with monitoring and evaluation in public health programs.
Experience: The position requires a minimum of 2 years of relevant experience in monitoring, evaluation, and research, particularly in public health programs. Candidates should have hands-on experience in implementing HIV prevention programs and a proven track record in setting objectives and reporting on HIV/AIDS initiatives. This level of experience is crucial for the candidate to effectively contribute to the monitoring and evaluation efforts of the organization.
Languages: Fluency in French is mandatory, with a minimum proficiency in English being desirable. This language requirement is essential for effective communication within the organization and with stakeholders, as well as for the preparation of reports and documentation.
Additional Notes: The position is a fixed-term contract (CDD) with an expected travel requirement of 30-40% for domestic travel. The expected hiring salary range for this role is XOF 12,400,000 - 16,000,000 annually for basic salary.
