Job Overview: The Médecin Clinicien will be a member of the clinical team at FHI 360 Senegal and will work closely with the clinical team of the EpiC project. Under the administrative supervision of the Regional Associate Director and the functional supervision of the Clinical Advisor of the project, the clinician will support the implementation of program activities and contribute effectively to the provision of HIV services at the health center. The role involves ensuring the effective and efficient implementation of the HIV care cascade from screening to viral load management, including differentiated testing services, early treatment initiation for diagnosed clients, treatment follow-up, and retention in care.
Duties and Responsibilities: The Médecin Clinicien will have specific responsibilities including: managing daily clinical activities at the health facility and outreach in collaboration with care teams and organizations led by high-risk populations; coordinating activities carried out by the FHI 360 technical team within the structure; ensuring accurate patient record-keeping and enhancing the quality of data management by other physicians; coordinating comprehensive HIV testing services in accordance with national guidelines; ensuring clinical equipment functionality and adherence to infection control protocols; integrating new service delivery approaches based on approved national protocols; collecting and reporting clinical data daily in the E-tracker and preparing timely monthly quality reports; assessing HIV infection risk among patients and clients, diagnosing common health issues, and prescribing treatment as necessary; providing timely, professional, and client-focused information, education, and counseling services; collaborating closely with community actors for better medical management of enrolled patients; maintaining high-quality clinical data and adequate product consumption records; ensuring effective monitoring of ARV consumption and early demand formulation to prevent stockouts; maintaining adequate stocks of medications and medical products; documenting lessons learned and challenges to inform program decisions.
Required Qualifications: Candidates must hold a State Diploma of Doctor of Medicine, with a specialization in infectious diseases being an asset. A minimum of 5 years of demonstrated professional experience is required, particularly in managing high-risk populations for HIV or vulnerable populations. Candidates should have a good understanding of the Senegalese health system, be capable of working in a multisectoral environment, possess organizational and management skills, and have at least good experience with Microsoft software (Excel, Word) and S&E/Statistical software. Experience with DHIS2 and its E-tracker module is also required. Proven language skills in French and minimal English are necessary, with the ability to communicate in some local languages of Senegal being an asset.
Educational Background: A State Diploma of Doctor of Medicine is required for this position. Additional qualifications in infectious diseases or related fields would be advantageous.
Experience: The position requires a minimum of 5 years of professional experience, particularly in the management of HIV care for high-risk populations or vulnerable groups. Experience in clinical settings and familiarity with the health care system in Senegal is essential.
Languages: Proficiency in French is mandatory, with minimal proficiency in English required. Knowledge of local languages spoken in Senegal is considered an asset.
Additional Notes: The position is a fixed-term contract (CDD) with expected travel conditions of 5-10% for domestic travel. The expected hiring salary range for this role is XOF 22,000,000 - 30,000,000 annually for basic salary.
