Job Overview:
The Managing Director, Chief Evaluator is responsible for leading the Independent Evaluation function of the EBRD. This role is crucial in embedding a culture of evaluation within the organization and ensuring that evaluation practices align with international standards. The Chief Evaluator will oversee the preparation and dissemination of evaluation reports, ensuring that they are relevant and impactful. The position requires a strategic approach to enhance the Bank's reputation as a leader in evaluation among Multilateral Development Banks (MDBs). The Chief Evaluator will work closely with the Board of Directors and senior management to ensure that evaluation findings are integrated into the Bank's operations and strategic planning. This role also involves fostering a culture of continuous improvement and learning within the evaluation department, ensuring that the EBRD remains at the forefront of evaluation practices.

Duties and Responsibilities:
The Chief Evaluator will engage with the Board of Directors to promote understanding and support for the Independent Evaluation function. Responsibilities include providing leadership and strategic direction to the Independent Evaluation department, ensuring compliance with policies and standards, and effectively communicating evaluation findings to stakeholders. The Chief Evaluator will develop a medium-term strategic plan for the evaluation function, oversee the work programme and budget, and manage resources efficiently. The role also involves attracting and retaining skilled staff, fostering a positive work environment, and representing the evaluation function at various internal and external events. Additionally, the Chief Evaluator will collaborate with management to enhance the Bank's Self Evaluation system and ensure that evaluation findings are utilized effectively.

Required Qualifications:
Candidates must possess a strong academic background, ideally at the Master's level, in business, finance, or a related field. In-depth knowledge of evaluation processes within a private sector-oriented international financial institution is preferred. Strong leadership and managerial skills are essential, along with the ability to motivate and engage staff. Experience in a multicultural environment and familiarity with the private sector are desirable. Candidates should demonstrate sound professional judgment, creativity in problem-solving, and the ability to communicate complex issues clearly to diverse stakeholders.

Educational Background:
A Master's degree in business, finance, or a relevant field is required. Candidates with additional qualifications or certifications in evaluation or related disciplines will be viewed favorably.

Experience:
The position requires significant managerial experience, particularly in leading teams and driving engagement. Candidates should have a proven track record of working in international financial institutions or similar environments, with experience in evaluation or related fields being highly advantageous.

Languages:
Fluency in English is mandatory, and proficiency in additional languages relevant to the EBRD's operational regions would be considered an asset.
