Job Overview: The CBI (Cash-Based Intervention) Assistant plays a crucial role in supporting cash assistance activities within the UNHCR office. This position is supervised by higher-grade CBI or Programme staff, who provide guidance and define work processes. The assistant is responsible for maintaining relationships with other UNHCR units regarding cash assistance delivery to persons of concern (POC). The role involves liaising with operational partners and contractors, ensuring effective communication and collaboration in the implementation of cash assistance programs. The CBI Assistant is expected to perform a variety of functions, including data management, reporting, and monitoring of cash-based interventions, contributing to the overall effectiveness of UNHCR's mission to support vulnerable populations.
Duties and Responsibilities: The CBI Assistant will have a diverse set of responsibilities, including:
Assisting in the maintenance of CBI payment records and monitoring systems to accurately record and reconcile expenditures, balances, payments, statements, and other data for daily transactions and reports.
Preparing recurring reports as scheduled and special reports as required, ensuring timely and accurate information dissemination.
Monitoring the implementation of UNHCR's cash-based interventions, including the delivery of assistance items, infrastructure monitoring, and conducting home visits.
Exporting and managing data related to cash assistance delivery to produce comprehensive reports for analysis and decision-making.
Ensuring proper filing and record-keeping practices to maintain organized documentation.
Preparing background materials, working papers, and tables for briefing and review sessions to support effective communication and decision-making.
Assisting in data collection and reporting activities to enhance the quality of information available for program evaluation.
Preparing routine correspondence and liaising with POC, assistance beneficiaries, and partners to facilitate effective communication and support.
Directing incidents and problems to the supervisor when they cannot be resolved independently, ensuring that issues are addressed promptly. 1
Supporting the identification and management of risks, seeking to seize opportunities that impact objectives in the area of responsibility, and raising concerns to supervisors or relevant colleagues as necessary. 1
Performing other related duties as required to support the overall objectives of the UNHCR.
Required Qualifications: Candidates must possess a minimum of 1 year of relevant experience with a High School Diploma, or a Bachelor's degree or equivalent higher education. Essential qualifications include proficiency in computer skills, particularly in MS Office applications, and knowledge of database applications. Desirable qualifications include familiarity with UNHCR programs and activities, completion of UNHCR learning programs or specific training relevant to the functions of the position, and experience in cash-based interventions. Good working experience in MS Excel, MS Access, and SQL is also advantageous.
Educational Background: The educational background required for this position includes a High School Diploma as a minimum, with a preference for candidates holding a Bachelor's degree in relevant fields such as Business Administration or Political Science. Certifications in these areas are considered essential for the role, as they demonstrate the candidate's foundational knowledge and skills necessary for effective performance in the position.
Experience: The position requires candidates to have at least 1 year of relevant experience in a similar role or field. This experience should ideally include working with cash-based interventions, data management, and reporting, as well as familiarity with UNHCR's operational context and programs. Candidates with experience in humanitarian assistance or related sectors will be viewed favorably, as they will bring valuable insights and understanding to the role.
Languages: For this General Service position, candidates must have knowledge of English and/or the UN working language of the duty station, which is not English. Proficiency in the local language is also beneficial. The expected overall ability in the required languages should be at least at a B2 level, ensuring effective communication with colleagues, beneficiaries, and partners.
