Job Overview:
The Consultant National will play a crucial role in supporting the evaluation of the National Strategic Plan for the prevention and control of non-communicable diseases (NCDs) in Mauritania. This position involves contributing to training workshops on WHO technical packages and the monitoring and evaluation of NCD programs. The consultant will also assist in strengthening advocacy, partnerships, and multisectoral coordination mechanisms for NCD control. The role requires a deep understanding of public health and epidemiology, particularly as it relates to NCDs, and the ability to synthesize scientific literature and analyze data relevant to the implementation of health strategies.

Duties and Responsibilities:
The consultant will be responsible for examining and synthesizing published scientific literature and relevant policy documents on NCDs and their risk factors in Mauritania. They will collect and analyze data on the implementation of the National Strategic Plan for NCD prevention and control. The consultant will support the International Consultant in preparing and implementing two training workshops, one focused on WHO/PEN and the other on monitoring and evaluation of NCD programs. Additionally, they will accompany the International Consultant in advocacy activities and the strengthening of partnerships and multisectoral coordination mechanisms for NCD control. Expected deliverables include a summary document on NCD literature, a consolidated version of data collected during evaluations, concept notes for workshops, and a final consultation report detailing activities, results, challenges, and recommendations.

Required Qualifications:
Essential qualifications include at least one year of relevant professional experience in monitoring and evaluation of public health programs, including data collection, analysis, interpretation, and presentation. Demonstrated experience in developing, monitoring, and evaluating strategic plans, policies, or health programs at the national or subnational level is required. Experience working with national health information systems and health data management platforms is also essential. Desirable qualifications include experience in NCD control, particularly in surveillance, risk factor monitoring, and evaluation of interventions, as well as collaboration with WHO, UN agencies, government institutions, or technical and financial partners. Experience in organizing and facilitating capacity-building workshops in monitoring and evaluation, data management, or performance indicator use is also desirable.

Educational Background:
A relevant educational background in public health, epidemiology, or a related field is required. Advanced degrees such as a Master's or Doctorate in public health or epidemiology are preferred, as they provide a strong foundation for understanding complex health systems and the epidemiology of non-communicable diseases.

Experience:
The position requires at least one year of relevant experience in public health program monitoring and evaluation. Candidates should have a proven track record of working on health programs, particularly in the context of non-communicable diseases, and should be familiar with the challenges and strategies involved in health program implementation and evaluation.

Languages:
Fluency in French at an expert level is essential for this position, as it is the primary language of communication in Mauritania. Proficiency in English at an intermediate level is desirable, as it may facilitate communication with international partners and stakeholders.

Additional Notes:
The consultant will be based in Nouakchott and will work closely with the Ministry of Health and other stakeholders involved in the evaluation of the National Strategic Plan for NCD control. Travel within the country may be required, and travel expenses will be covered according to WHO procedures. The remuneration will be equivalent to the NOA grade of the UN salary scale, excluding mission costs. The contract duration is set for 21 calendar days of effective work, with the distribution of days to be determined in consultation with the contracting authority based on national process needs and key milestones.
