Job Overview:
The Human Rights Officer position within the ODIHR's Human Rights Department (HRD) is pivotal in advancing the organization's human rights mandate, particularly in the area of freedom of thought, conscience, religion, or belief. The incumbent will be responsible for advising, developing, and implementing various programmatic activities and projects that align with the OSCE's objectives. This role requires collaboration with OSCE structures, government counterparts, and civil society to ensure effective program delivery. The officer will design and evaluate capacity-building initiatives, training programs, and field activities, contributing to the overall enhancement of human rights standards across the OSCE region. The position demands a proactive approach to monitoring and analyzing developments in human rights, providing strategic advice to management on priority areas and programmatic responses. The officer will also play a crucial role in liaising with various stakeholders, preparing project proposals, and maintaining accurate records to support program development and reporting.

Duties and Responsibilities:
The Human Rights Officer will undertake a variety of duties, including: advising on and implementing programmatic activities related to freedom of thought, conscience, religion, or belief; designing and executing capacity-building initiatives and training programs; conducting workshops, seminars, and dialogues; liaising with OSCE field missions and human dimension focal points to gather and analyze information; preparing project proposals, budgets, and donor reports; establishing cooperation with government authorities, international organizations, and NGOs; supervising experts and contractors involved in program delivery; monitoring developments in human rights across the OSCE region; advising management on priority areas and programmatic responses; contributing to department-wide initiatives and drafting materials for inter-departmental projects.

Required Qualifications:
Candidates must possess a second-level university degree in social sciences, international relations, political science, or law, with a specialization in human rights preferred. Alternatively, a first-level university degree combined with two years of additional qualifying experience may be accepted. A minimum of five years of progressively responsible and relevant professional experience in the field of human rights is required, including experience at the international level in an advisory capacity. Candidates should have a strong understanding of UN, Council of Europe, and OSCE human rights standards, as well as experience in human rights monitoring and reporting methodologies. Knowledge of the right to freedom of thought, conscience, religion, or belief, and relevant international human rights standards is essential. Experience in project design and implementation, as well as familiarity with the security sector, is advantageous.

Educational Background:
The position requires a Master's degree (second-level university degree) in a relevant field such as social sciences, international relations, political science, or law. A first-level university degree may be considered if accompanied by sufficient relevant experience in the human rights domain.

Experience:
Candidates should have at least five years of progressively responsible experience in human rights, with a preference for those who have worked at the international level in advisory roles. Experience in designing and implementing human rights projects is crucial, as is familiarity with the impacts of new technologies on freedom of thought, conscience, religion, or belief.

Languages:
Excellent written and oral proficiency in English is mandatory. Knowledge of Russian or other OSCE languages is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders across the OSCE region.

Additional Notes:
The position is a fixed-term contract at the professional level (P3) with a full-time schedule. The monthly remuneration is approximately EUR 7,100, subject to post adjustment and family status. OSCE salaries are exempt from taxation in Poland, and employees are eligible for social benefits, including participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The organization contributes 15% of the employee's salary to the Provident Fund, while the employee contributes 7.5%. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments in exceptional cases.
