Job Overview:
The Business Analyst position within the Archives and Records Management Section (ARMS) is pivotal in supporting the design and implementation of an evidence management framework and a secure digital repository for digital evidence. The role involves working closely with the Digital Evidence Management Specialist consultant to analyze current processes, identify inefficiencies, and propose improvements. The Business Analyst will be responsible for gathering requirements from stakeholders, translating these into functional specifications, and producing documentation that supports the development of Standard Operating Procedures (SOPs) for handling digital evidence. This position is essential for ensuring that the UN can effectively manage and preserve digital evidence, thereby enhancing cooperation with Member States and international tribunals. The successful candidate will engage with various stakeholders, facilitate workshops, and ensure that the documentation produced meets the needs of the organization and complies with international standards.

Duties and Responsibilities:
The Business Analyst will undertake a comprehensive set of duties and responsibilities, including:
  • Evidence Management Procedures: a. Conducting process analysis to map current ('as is') processes, identifying inefficiencies, bottlenecks, and risks, and designing future ('to be') processes. b. Developing Standard Operating Procedures (SOPs) and guidance for UN field missions on handling and preservation of digital evidence, chain of custody requirements, metadata capture, and secure transfer to ARMS during mission transitions or closures. c. Creating SOPs for ARMS regarding long-term preservation, integrity, access control, and lifecycle management of digital evidence.
  • Digital Repository Requirements: a. Gathering requirements through stakeholder interviews, workshops, and document analysis to understand stakeholder needs. b. Defining solutions by translating business needs into system functional requirements, user stories, acceptance criteria, and use cases. c. Producing clear documentation artifacts, including Business Requirements Documents (BRDs), user stories, process maps, and business cases.
  • Stakeholder Engagement: a. Facilitating consultations and validation workshops with missions, accountability focal points, investigative mechanisms, and relevant Secretariat offices. b. Incorporating feedback and producing final documentation for approval. Deliverables will include process analyses for Evidence Management SOPs, Evidence Transfer SOPs, ARMS Evidence Preservation and Access SOPs, business requirements documentation for the digital repository, and consolidated project documentation for ICT governance approval.

Required Qualifications:
Candidates must possess a strong set of qualifications, including:
  • Advanced university degree (Master’s or equivalent) in business analysis or a related field. A first-level degree with additional qualifying experience may be accepted.
  • Minimum of 7 years of professional experience in business analysis, evidence management, records and archives management, criminal investigations, or accountability mechanisms.
  • Proven experience in the design and implementation of secure digital repositories is essential.
  • Familiarity with developing SOPs, technical standards, and system requirements is crucial.
  • Experience in UN peacekeeping, rule of law, or international justice mechanisms is strongly desirable.
  • Knowledge of business analysis techniques and the ability to translate complex requirements into implementable procedures.
  • Strong stakeholder engagement and consultation skills, along with excellent drafting skills in English.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s or equivalent) in business analysis or a related field. Candidates with a first-level degree may also be considered if they have additional qualifying experience that demonstrates their capability to fulfill the responsibilities of the role. This educational foundation is essential for understanding the complexities of business analysis and evidence management within the context of the UN's operations.

Experience:
The position requires a minimum of 7 years of professional experience in relevant fields.
