The organization is dedicated to providing substantive support for the follow-up to agreements made at International Conferences on Financing for Development. The Financing for Sustainable Development Office aims to facilitate the transfer of knowledge and high-level technical expertise to governments on policy-related issues and development strategies. The office operates globally, engaging with various stakeholders to promote sustainable financing strategies.

Job Overview:
The Inter-regional Adviser (IRA) will be responsible for providing high-level policy advice to governments and stakeholders in developing countries regarding sustainable financing strategies and integrated national financing frameworks. This role involves monitoring and analyzing trends in sustainable financing, preparing policy advisory notes, and leading the design of national policies and strategies. The IRA will also contribute to capacity development programs and ensure gender mainstreaming in all initiatives. The position requires frequent interaction with various stakeholders, including UN entities, national governments, and international organizations, to foster partnerships and mobilize resources for sustainable development.

Duties and Responsibilities:
The incumbent will provide high-level policy advice to governments on sustainable financing strategies, monitor and analyze trends, and prepare policy advisory notes. Responsibilities include leading the design of national policies, developing capacity-building programs, and ensuring gender mainstreaming in all actions. The IRA will contribute to workshops and training events, develop training materials, and liaise with professional networks. The role also involves resource mobilization and providing inputs for normative and advocacy functions. The IRA will be expected to produce written outputs such as mission reports, policy papers, and analytical reports, and to engage in complex problem-solving related to sustainable financing.

Required Qualifications:
Candidates must possess a strong commitment to high-level technical expertise in sustainable financing strategies, proven ability in preparing project proposals, and familiarity with donor policies and programs. They should have experience in capacity development and be conversant with Result-based Budgeting and Monitoring and Evaluation approaches. The ability to build partnerships and mobilize resources is essential, along with a commitment to gender perspectives in all areas of work. Professionalism, teamwork, and client orientation are key competencies required for this position.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in economics, finance, development, or a related field is required for this position. This educational background is essential to understand the complexities of sustainable financing and development strategies.

Experience:
Candidates must have a minimum of ten years of progressively responsible experience within the UN development system or related operational activities in financing for sustainable development. At least five years of advisory experience in developing countries is required, preferably across multiple regions. Experience in sustainable financing strategies and integrated national financing frameworks is also necessary, along with a background in international technical cooperation and capacity development.

Languages:
English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the United Nations, and proficiency in French is considered an asset but not mandatory for this role.

Additional Notes:
This position is a specialized inter-regional adviser role with an initial probationary period of one year under a fixed-term appointment. The maximum duration of the assignment is three years, subject to performance and funding availability.
