Job Overview:
The Senior Programme Management Officer plays a crucial role in the Office of the Under-Secretary-General for Political and Peacebuilding Affairs. This position involves leading the development, implementation, and evaluation of assigned programs and projects. The officer will direct subordinates in various aspects of program/project management, including monitoring and assessment. A significant expectation is to ensure that gender mainstreaming guidelines are implemented effectively across all planned actions. The officer will also supervise the preparation of various written outputs, such as reports, background papers, and public information products. Additionally, the role requires providing technical and policy advice on complex public information issues and managing outreach activities to enhance stakeholder engagement. The officer will serve as a spokesperson and establish partnerships with key officials, ensuring effective utilization and development of staff while guiding research and program evaluation efforts. The position demands a proactive approach to data analysis and decision-making, contributing to strategic planning and organizational goals.

Duties and Responsibilities:
The Senior Programme Management Officer will be responsible for a wide range of duties, including:
  • Leading the development and evaluation of assigned programs/projects, ensuring alignment with organizational goals.
  • Directing subordinates in program/project development, implementation, and monitoring.
  • Ensuring compliance with gender mainstreaming guidelines in all actions.
  • Supervising the preparation of written outputs, including reports and public information products.
  • Providing technical and policy advice on public information and communication issues.
  • Overseeing the Department’s social media presence and leading digital media campaigns.
  • Managing outreach activities and devising training to strengthen stakeholder engagement.
  • Serving as a spokesperson and establishing collaborations with key officials.
  • Ensuring effective staff utilization and development, guiding and mentoring team members. 1
  • Directing research and program evaluation, presenting findings from diverse sources. 1
  • Supporting consultative meetings and conferences, preparing necessary documents and presentations. 1
  • Leading data collection and analysis efforts to inform planning and decision-making.

Required Qualifications:
Candidates must possess a minimum of ten years of progressively responsible experience in project or program management, administration, or a related area. Experience providing strategic support to senior officials is essential, along with a background in supervising the preparation of external communication and public information products. Field experience in UN peace operations is desirable, highlighting the need for a comprehensive understanding of the UN's operational context.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business administration, management, economics, political science, communications, or a related field is required. Alternatively, a first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree.

Experience:
The position requires a minimum of ten years of progressively responsible experience in relevant fields, emphasizing project or program management and administration. Candidates should have experience in providing strategic support to senior officials and supervising communication and public information efforts. Field experience in UN peace operations is considered an asset, indicating the need for practical knowledge in international contexts.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in both languages is required, with a minimum level of proficiency specified by the UN Language Framework. Candidates must demonstrate their ability to read, write, listen, and speak effectively in both languages.
