The Ministry of Finance of Mauritius is collaborating with the Food and Agriculture Organization (FAO) to implement a GCF-approved readiness proposal aimed at advancing the agriculture, water, and energy sectors. This initiative is part of a broader strategy to catalyze climate financing for adaptation and mitigation projects, thereby strengthening the operational systems of the National Designated Authority (NDA) and supporting direct access applicants in Mauritius. Job Overview:
The Technical Project Expert will play a pivotal role in enhancing the capacity of the National Designated Authority (NDA) and key stakeholders in Mauritius. This position involves providing technical support to improve inter-institutional coordination and engagement with the GCF. The expert will be responsible for formulating, developing, and implementing climate change adaptation and mitigation concept notes and funding proposals. Additionally, the role includes raising awareness about GCF funding windows, policies, and processes, as well as facilitating knowledge transfer and skill development among local stakeholders and communities. The expert will also mentor NDA and focal points on project monitoring and evaluation best practices, ensuring that the technical aspects of pipeline development and implementation are effectively managed.

Duties and Responsibilities:
The Technical Project Expert will undertake a comprehensive set of responsibilities, including: providing overall technical backstopping and operational guidance to the Project Management Unit (PMU) to ensure effective project implementation; supporting the Project Coordinator in planning and adjusting project activities and budgets in line with GCF requirements; ensuring quality assurance and technical review of project outputs such as reports, studies, and training materials; assisting in the recruitment of staff and affiliate personnel; providing technical input for ongoing studies and reports; supporting the preparation of GCF Interim Progress Reports and other monitoring and evaluation reports; advising on strengthening the capacities of NDA staff and key stakeholders regarding GCF processes; designing and delivering training programs; providing technical advice for GCF accreditation applications; supporting the design of project concepts in relevant sectors; liaising with FAO units and other organizations for guidance; leading field missions and coordinating with stakeholders; ensuring timely delivery of project reports; and submitting an end-of-assignment report detailing contributions and outcomes.

Required Qualifications:
Candidates must possess an advanced university degree from an institution recognized by the International Association of Universities (IAU)/UNESCO in fields such as climate change, environmental science, climate economics, project finance, or natural resource management. Those with a bachelor's degree must have two additional years of relevant professional experience. Furthermore, candidates should have at least ten years of relevant experience in climate mitigation/adaptation and/or agriculture, water, and energy-related work. A working knowledge of English is also required.

Educational Background:
The educational background required for this position includes an advanced university degree in climate change, environmental science, climate economics/finance, project finance, natural resource management, or a related field. For those with a bachelor's degree, a minimum of two additional years of relevant professional experience is necessary to meet the qualifications.

Experience:
The position requires a minimum of ten years of relevant experience in areas related to climate mitigation and adaptation, as well as work in agriculture, water, and energy sectors. This extensive experience is crucial for understanding the complexities of GCF processes and effectively supporting stakeholders in Mauritius.

Languages:
A working knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders and facilitating broader engagement in project activities.
