Job Overview: The Associate director-finance" style="border-bottom: 1px dotted #007bff !important;">Director Finance and Administration plays a critical role in overseeing the financial management and operational functions of the STRIDES project. This position is responsible for ensuring compliance with donor requirements, FHI 360 policies, and local regulations in Uganda. The Associate Director will lead the budgeting process, manage financial reporting, and ensure the integrity of financial data. This role also involves strengthening financial systems, coordinating audits, and providing support for decision-making through accurate financial reporting. The Associate Director will work closely with various stakeholders, including project staff, donors, and subrecipients, to ensure effective financial management and compliance with all relevant regulations.
Duties and Responsibilities:
Lead the annual budgeting and reforecasting processes in collaboration with the Director of Finance and Administration.
Consolidate partner and departmental budgets, providing variance analysis and actionable recommendations.
Oversee general ledger integrity and manage month-end and year-end close processes.
Ensure timely preparation and submission of accurate internal and donor financial reports.
Implement and monitor internal controls in line with donor regulations and organizational policies.
Review subrecipient financial reports and provide financial capacity building support.
Manage cash forecasting and liquidity planning, ensuring compliance with approved delegation limits.
Coordinate project, statutory, and donor audits, preparing audit schedules and supporting audit fieldwork.
Supervise and mentor finance, grants, procurement, and administration staff, promoting a culture of accountability and continuous improvement. 1
Maintain and update the finance and operations risk register, conducting risk analyses and supporting fraud prevention measures. 1
Champion effective use of ERP/accounting systems and ensure data integrity across financial processes. 1
Streamline workflows and standardize SOPs and templates while tracking key performance indicators.
Required Qualifications:
Full qualification in ACCA or CPA and a graduate degree in finance, accounting, or a related field.
A minimum of 8+ years of finance management experience, particularly in managing donor-funded projects.
Strong knowledge of USG financial management rules and regulations.
Experience in finance, administration, procurement, HR, ICT, and project management.
Proven ability to manage sub-awards and communicate effectively with various stakeholders.
Excellent analytical, critical thinking, and problem-solving skills.
Strong written and verbal communication skills, with the ability to influence and negotiate effectively.
Educational Background: Candidates must possess a full qualification in ACCA or CPA, along with a graduate degree in finance, accounting, or a related field. This educational background is essential to ensure that the candidate has the necessary knowledge and skills to manage complex financial operations and comply with various regulations.
Experience: The position requires a minimum of 8+ years of finance management experience, specifically in managing donor-funded projects. Candidates should have at least 3+ years of line management experience, demonstrating their ability to lead teams and manage financial operations effectively. Experience in finance, administration, procurement, HR, ICT, and project management is also essential, as is familiarity with managing sub-awards and strong communication skills.
Languages: Fluency in English is mandatory, with the ability to read, write, and speak the language proficiently. Additional language skills may be considered an asset but are not required for this position.
Additional Notes: The expected hiring salary range for this role is UGX 120,000,000 - 180,000,000 annually for basic salary. FHI 360 considers various factors when determining an offer amount, including relevant years of experience, education, internal equity, market pay, and budget. The position may require domestic travel of 10% - 25%.
