The External Relations and Partnerships (ERP) unit within WPRO plays a crucial role in fostering collaboration with state and non-state actors, developing strategies for donor engagement, and supporting the Regional Director in external relations and strategic outreach. WPRO aims to create a healthier future for all by addressing health challenges through innovative solutions and partnerships.

Job Overview:
The Consultant for Resource Mobilization will be responsible for providing technical coordination and substantive support in developing high-quality, compelling concept notes, funding proposals, and investment cases. This role requires collaboration across technical divisions, country offices, and external partners to ensure alignment with donor priorities and requirements. The consultant will play a vital role in translating technical priorities into funding proposals and investment narratives, ensuring that submissions are evidence-based and tailored to the needs of various stakeholders. The position is designed to build a roster of qualified candidates who may be selected for consultancy assignments related to grant and investment case writing services, particularly for specific funding calls and opportunities.

Duties and Responsibilities:
The consultant will be tasked with several key deliverables, including: 1) Development of funding proposals and donor-facing materials, which involves writing and submitting expressions of interest, concept notes, and funding proposals tailored to donor requirements. The consultant will also synthesize evidence and develop coherent budget narratives. 2) Development of investment cases and financing proposals, requiring the consultant to lead complex development processes and articulate investment rationales. 3) Coordination, compliance, and quality assurance support for proposal and investment case development processes, ensuring alignment with donor requirements and adherence to WHO guidelines. The consultant will manage inputs from multiple stakeholders, ensuring coherence across submissions and participating in after-action reviews to capture lessons learned.

Required Qualifications:
Candidates must possess an advanced university degree in social sciences, public health, international development, public policy, communications, or a related field. Essential qualifications include over five years of relevant experience in developing multi-million-dollar funding proposals or investment cases for public health or development programs, with a proven track record of securing successful outcomes at the international level. Additionally, candidates with over ten years of experience and those who have worked within the WHO/UN system or other international organizations will be preferred. Strong organizational and coordination skills, excellent writing abilities, and a good understanding of results-based management approaches are also required.

Educational Background:
An advanced university degree in relevant fields such as social sciences, public health, international development, public policy, or communications is essential. Training or certification in proposal development, results-based management, or monitoring and evaluation is also beneficial. Candidates must provide evidence of their educational qualifications, which should be from accredited institutions recognized in the World Higher Education Database (WHED).

Experience:
Candidates should have significant experience in developing funding proposals or investment cases, with a minimum of five years for Band level B and over ten years for Band level C. Experience in managing multiple stakeholders effectively and coordinating multi-country proposal development processes is highly desirable. Background in health systems or health policy, as well as experience in the Asia-Pacific region, will be advantageous.

Languages:
Expert knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if relevant to the regions served by the WHO.
