Job Overview:
The Procurement Officer position at WHO is integral to enhancing organizational efficiency and accountability through effective procurement and supply chain management. The role involves providing operational support throughout the procurement lifecycle, which includes tender preparation, documentation, tracking, administration" style="border-bottom: 1px dotted #007bff !important;">system administration, and stakeholder coordination. The incumbent is expected to ensure the uninterrupted delivery of goods and services essential to WHO programs, maintain procurement continuity, ensure compliance with established procedures, and support modernization initiatives such as ERP system implementation and process harmonization across procurement services. This position requires a proactive approach to managing procurement processes and a commitment to upholding WHO's standards and values.

Duties and Responsibilities:
The incumbent will perform a variety of duties, including but not limited to: drafting and dispatching Goods Purchase Orders (POs) accurately and ensuring timely issuance; supporting Geneva-based Goods tenders by collecting information, preparing documents, and coordinating with technical units; assisting in Request for Price Estimates (RPE) and liaising with technical units for procurement forecasting and specifications; managing Case Tracking tables and monitoring procurement workflow progress; developing and finalizing tender document packages to ensure compliance; publishing tenders on the UN Global Market (UNGM) website; serving as the Intend (e-tendering platform) Administrator; administering the LTA Repository and UNGM LTA entries; organizing Bid Opening ceremonies; supporting capacity building activities; responding to procurement inquiries; and contributing to reporting, statistics, and audit queries. The role also includes supporting change management activities related to the new ERP system implementation and performing other duties as assigned.

Required Qualifications:
Candidates must possess essential qualifications, including completion of secondary school education or its equivalent. A Bachelor's degree or higher in Procurement, Supply Chain, Law, Commerce, Business Administration, Public Administration, Finance, or Economics is desirable. Additionally, a globally or nationally recognized professional certificate or membership, such as CIPS, is preferred. Candidates should demonstrate the ability to handle and prioritize a high volume of notifications and transactions, possess meticulous attention to detail, and exhibit sound judgment and integrity when dealing with others. Proficiency in computer and information technology, particularly in MS Office (especially Excel) and web-based software, is essential.

Educational Background:
The educational background required for this position includes at least a secondary school education, with a preference for candidates holding a Bachelor's degree or higher in relevant fields such as Procurement, Supply Chain, Law, Commerce, Business Administration, Public Administration, Finance, or Economics. Professional certifications in procurement or supply chain management are also desirable, as they indicate a commitment to the field and an understanding of best practices.

Experience:
Candidates should have at least eight years of relevant experience, including a minimum of two years of exposure to procurement or shipping activities. Desirable experience includes relevant roles in procurement or supply chain administration within other UN entities or international non-profit organizations, which would provide valuable insights into the complexities of global procurement processes and standards.

Languages:
Expert knowledge of English is essential for this position, as it is the primary language of communication within WHO. Intermediate knowledge of French is desirable, as it may facilitate communication with French-speaking stakeholders and enhance collaboration within the organization.

Additional Notes:
This position offers an attractive remuneration package, including an annual net base salary starting at HUF 11,499,000, subject to mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave.
