Job Overview: The Senior HR Assistant position is a temporary role located in Budapest, Hungary, within the ILO Decent Work Team/Country Office for Central and Eastern Europe. The incumbent will be responsible for providing senior-level HR support, focusing on contract administration, onboarding, and the calculation and administration of benefits and entitlements for international staff in the Europe and Central Asia region. This role requires a thorough understanding of ILO rules, regulations, and policies, as the incumbent will ensure compliance while delivering efficient and effective HR services. The position involves using an enterprise resource planning (ERP) system to manage HR processes and requires a proactive approach to problem-solving and service delivery. The Senior HR Assistant will work closely with various stakeholders, including the Director of DWT/CO and the Regional Director of EUROPE, to ensure that HR services are integrated and aligned with organizational goals.
Duties and Responsibilities:
Undertake specialized HR support services in areas such as benefits and entitlements, ensuring compliance with ILO rules and regulations.
Oversee contract administration, including renewals and eligibility verification for staff benefits.
Evaluate and propose improvements to HR processes and methods, ensuring effective service delivery.
Handle complex HR-related queries and cases, conducting research and presenting findings to supervisors.
Prepare appointment letters and provide briefings to staff regarding HR procedures and benefits.
Input and manage HR data in the ERP system, generating reports as needed.
Stay updated on changes to HR policies and provide training and guidance to staff.
Perform additional duties as assigned by supervisors.
Required Qualifications: Candidates must have a minimum of six years of office support experience, primarily in HR administration. Familiarity with enterprise resource planning (ERP) systems, particularly HR modules, is essential. A strong understanding of HR administration and UN Common System policies is required, along with the ability to assess quality and efficiency in process execution. Candidates should possess excellent analytical skills, attention to detail, and the ability to handle confidential matters with discretion.
Educational Background: Completion of secondary school education is required, with training in HR administration being essential. A first-level university degree is considered an advantage, enhancing the candidate's qualifications for the role.
Experience: The position requires a minimum of six years of relevant office support work experience, with a significant portion in HR administration. Experience with ERP systems, especially in HR modules, is highly desirable, as it will facilitate the incumbent's ability to manage HR processes effectively.
Languages: Candidates must have an excellent command of English and a working knowledge of Hungarian, the national language of the duty station. Knowledge of additional languages such as French and/or Spanish is advantageous and will be considered a plus in the selection process.
Additional Notes: This is a fixed-term contract position, and the entry-level salary for this role is 11,499,000 HUF per year.
