Job Overview: The Finance Officer for the Global Youth Mobilization (GYM) and Youth Empowerment Fund (YEF) plays a crucial role in overseeing financial management and compliance for the program. This position is responsible for a comprehensive range of financial operations, including budget reconciliation, payment processing, financial reporting, and planning. The Finance Officer collaborates closely with the Program Manager, the IFRC Financial and Administrative Management Department (FAMD), and finance focal points from the Big Six partner organizations to ensure that funds are managed transparently and efficiently, adhering to IFRC financial procedures and the requirements set by the European Commission Directorate for International Partnerships (DG-INTPA). The role is pivotal in supporting the financial aspects of design" style="border-bottom: 1px dotted #007bff !important;">program design and ensuring that financial needs are met throughout the project cycle, thereby contributing to the overall success of the GYM and YEF initiatives.
Duties and Responsibilities: The Finance Officer's duties encompass several key areas:
Financial Planning and Budget Management: Support the development and management of the GYM/YEF program budget, lead regular reconciliations of budgets against actual expenditures, and assist in financial forecasting and cash-flow planning.
Payments and Provider Management: Coordinate and process payments to service providers and partners, maintain accurate records of disbursements, and monitor outstanding payments.
Financial Reporting and Compliance: Prepare timely financial reports for internal management and donors, ensure compliance with IFRC and EU guidelines, and support audits.
Coordination and Financial Risk Management: Act as the financial focal point for the GYM Project Coordination Team, support the identification and mitigation of financial risks, and provide guidance on financial procedures to program colleagues.
General Duties: Work towards achieving IFRC’s goals, adhere to Red Cross principles, and perform any other work-related duties as assigned by the line manager.
Required Qualifications: Candidates must possess a university degree in finance, accounting, business administration, or a related field. An equivalent combination of relevant academic qualifications and professional financial management experience will also be considered. Preferred qualifications include a professional accounting or finance qualification such as ACCA, CPA, CIMA, or ACA, or progress towards one of these qualifications.
Educational Background: A university degree in finance, accounting, business administration, or a related field is required. Candidates with equivalent combinations of relevant academic qualifications and professional experience in financial management are also eligible. Preferred candidates may hold professional accounting or finance qualifications or be in the process of obtaining one.
Experience: The position requires 4-5 years of professional experience in financial management, accounting, budgeting, or financial reporting, ideally within international development, humanitarian, or non-profit organizations. Candidates should have experience in budget reconciliation, managing payment processes, preparing financial reports, and supporting compliance processes, including audits. Familiarity with financial and accounting software, as well as advanced Excel skills, is essential. Experience in a multi-partner or multi-stakeholder program environment is preferred, along with experience in finance roles within IFRC or with EU-funded grants.
Languages: Fluent spoken and written English is mandatory. A good command of another IFRC official language such as French, Spanish, or Arabic, or Hungarian is preferred.
Additional Notes: This is a national staff position open to Hungarian nationals and others legally eligible to work in Hungary. Candidates must provide proof of their eligibility to work in Hungary. The position may involve full-time commitment and is subject to the organization's policies regarding contract duration and seniority level.
