The United Nations Environment Programme (UNEP) is the designated entity within the United Nations system for addressing environmental issues at both global and regional levels. Established to coordinate the development of environmental policy consensus, UNEP plays a crucial role in keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's mission is to encourage sustainable development through sound environmental practices, and it operates in numerous countries worldwide, collaborating with various stakeholders including governments, non-governmental organizations, and the private sector.

Job Overview:
The position involves providing analytical, research, and coordination support to the international lead consultant to facilitate the effective application of the Sustainable Business Approach (SBA) in Guatemala. The consultant will contribute to national capacity-building efforts, ensuring that the SBA is implemented effectively. The role requires a strong understanding of environmental economics and sustainable finance, as well as the ability to engage with government institutions and stakeholders. The consultant will be responsible for mapping relevant data sources, providing analytical support, and preparing documentation for training sessions and technical meetings. Additionally, the consultant will contribute to the final evaluation of SBA implementation and support the organization of a South-South exchange event, which aims to foster collaboration and knowledge sharing among countries.

Duties and Responsibilities:
The consultant will undertake several key deliverables during the consultancy period. The first deliverable involves providing SBA implementation support and creating a technical documentation package. This includes mapping and organizing relevant data sources related to SBA implementation, offering analytical support for processing and documenting SBA-related data, and providing logistical and technical support for training sessions and meetings with government counterparts. The consultant will also prepare background notes and technical inputs to facilitate ongoing engagement with the Guatemalan government. The second deliverable focuses on the final technical contribution package, which entails providing technical inputs to document the application of the SBA tool, consolidating documentation and analysis of training sessions and stakeholder engagement processes, and contributing to the final evaluation of SBA implementation. This includes identifying lessons learned, prospects for institutional integration, and recommendations to enhance sustainability and linkages with ongoing UNEP initiatives. Furthermore, the consultant will support the preparation and delivery of the PAGE South-South exchange event, which involves conducting background research, providing coordination support, and creating a documentation note that captures key takeaways relevant to sustainable public finance.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Economics, Public Policy, or a related field. Additionally, a minimum of 3 years of relevant experience in environmental economics, sustainable finance, public finance, or related fields is required. Demonstrated experience working with government institutions or public sector counterparts, particularly in Latin America, is essential. Proven experience in data collection and analysis is also required. While experience in organizing and documenting technical workshops, training sessions, and international events is desirable, familiarity with Guatemalan public finance institutions is considered an asset.

Educational Background:
The educational requirement for this position is a Bachelor’s degree in a relevant field such as Economics, Public Policy, or a closely related discipline. This foundational education is critical for understanding the complexities of environmental economics and sustainable finance, which are central to the role.

The position requires at least 3 years of relevant professional experience in fields such as environmental economics, sustainable finance, or public finance. Candidates should have a strong background in working with government institutions or public sector counterparts, particularly in the context of Latin America. Experience in data collection and analysis is mandatory, while organizing and documenting technical workshops and events is a desirable skill. Familiarity with the Guatemalan context and its public finance institutions is an added advantage.

Languages:
Fluency in Spanish is mandatory, as the consultant will be engaging with local government counterparts and stakeholders. Additionally, knowledge of English is required to facilitate communication and documentation processes, especially in an international context.
