Job Overview:
The Laboratory and Diagnostics Specialist will play a crucial role in providing technical leadership and guidance for the STRengthening Infectious Disease DEtection Systems (STRIDES) project in Uganda. This position involves contributing to the development, implementation, and monitoring of strategic initiatives aimed at strengthening laboratory systems and enhancing diagnostic capacities. The specialist will work closely with country-level teams and stakeholders to ensure effective technical assistance, aiming to improve access to quality diagnostic testing. Responsibilities include leading the development of guidelines and policies, providing thought leadership, and contributing to project planning and evaluation. The role requires a deep understanding of laboratory systems and the ability to navigate challenges in the healthcare landscape of Uganda.

Duties and Responsibilities:
The duties of the Laboratory and Diagnostics Specialist include providing overall technical leadership for the laboratory and diagnostic services component of the project, ensuring coordination with other health program areas. The specialist will monitor project protocols, maintain data sets, and collaborate with national and local counterparts to fulfill project objectives. Responsibilities also include developing technical briefs and reports, providing subject matter expertise for laboratory strengthening activities, and supporting the scale-up of new diagnostic tools. The specialist will conduct assessments, promote new diagnostic technologies, and ensure alignment of laboratory activities with project goals. Additionally, the role involves managing project timelines and budgets, preparing reports, and ensuring compliance with quality standards and donor requirements.

Required Qualifications:
Candidates must possess in-depth knowledge of laboratory and diagnostic concepts, practices, and procedures. Experience in developing scopes of work for subcontractors and familiarity with quality assurance and biosafety standards are essential. Proficiency in database management and online search tools is required, along with strong organizational and analytical skills. The ability to communicate effectively with diverse stakeholders and a sensitivity to cultural diversity are also important. Candidates should demonstrate project management skills and the ability to analyze data and prepare reports.

Educational Background:
A Bachelor’s degree in Laboratory Science from a recognized university is required. A Master’s degree in microbiology or an equivalent in biological sciences within a medical or veterinary laboratory discipline is preferred. This educational background is crucial for understanding the complexities of laboratory systems and diagnostics.

Experience:
Typically, candidates should have at least 6 years of relevant experience in infectious disease diagnostics or laboratory systems strengthening. Prior experience with United States Government-funded projects and familiarity with related regulations is preferred. Extensive knowledge of laboratory practices, diagnostic techniques, and quality assurance systems is essential, along with demonstrated ability in capacity-building activities such as training and mentoring laboratory personnel.

Languages:
Fluency in Spanish is mandatory, while proficiency in English is ideally preferred. The ability to communicate effectively in both languages will enhance collaboration with diverse teams and stakeholders.

Additional Notes:
The position may require up to 40% local and regional travel. The expected hiring salary range for this role is UGX 87,000,000 - 150,000,000 annually, depending on experience and qualifications.
