Job Overview:
The Senior Finance and Budget Assistant will play a crucial role in the Finance Desk of the OneEO/CAP New York, reporting directly to the Chief of Unit/desk. This position involves a variety of responsibilities related to budget and finance, including acting as Certifying Officers for travel and other commitments, reviewing and preparing the annual programme budget and its revisions, and assisting in the finalization of cost estimates and budget proposals. The role requires collaboration with managers to elaborate resource requirements for budget submissions and providing support to the Senior Finance & Budget Officer during budget reviews. The Assistant will also monitor budget implementation and expenditures, ensuring compliance with regulations and rules, and will be responsible for drafting correspondence related to financial and budgetary matters. The position demands a high level of professionalism, organizational skills, and the ability to work under pressure while maintaining a commitment to gender equality in the workplace.

Duties and Responsibilities:
The Senior Finance & Budget Assistant will undertake a comprehensive set of duties, including: acting as Certifying Officers for travel and other commitments; reviewing, analyzing, and preparing the annual programme budget and its revisions; assisting in the finalization of cost estimates and budget proposals; providing input into the preparation of allotments; monitoring budget implementation and expenditures; reviewing and processing requisitions for goods and services; monitoring extrabudgetary resources; assisting in the preparation of budget performance submissions; verifying the accuracy of input data; coordinating with other finance and budget staff; conducting technical reviews of accounting transactions; keeping up-to-date on financial and budgetary guidelines; drafting correspondence; providing guidance and training to general service staff; assisting with data collection and analysis; reviewing Host Country Agreements and Contribution Agreements; supporting management during audits; and performing other related duties as assigned.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A minimum of ten years of experience in finance, budget, accounting, administrative services, or a related area is required. Experience in using financial functions of Enterprise Resource Planning (ERP) systems, such as Umoja, is desirable, as is experience in managing extrabudgetary resources or trust funds. Familiarity with the United Nations system is also considered an asset. Candidates should demonstrate knowledge of financial rules, regulations, and procedures in the UN environment, as well as the ability to analyze and format data across finance and budget functions.

Educational Background:
The educational requirement for this position is a high school diploma or equivalent. There are no specific job-specific qualifications listed beyond this educational requirement, but relevant experience and knowledge in finance and budget management are crucial.

Experience:
The position requires a minimum of ten years of relevant experience in finance, budget, accounting, administrative services, or a related area.
