The organization is currently implementing a DG ECHO-funded Regional Disaster Preparedness Program in partnership with the Intergovernmental Authority on Development and the IGAD Climate Prediction and Applications Centre across Ethiopia, Somalia, and Djibouti.

Job Overview:
The Regional MEAL and Learning Specialist will play a crucial role in providing strategic leadership and operational management for the monitoring, evaluation, accountability, and learning (MEAL) functions of the consortium across Ethiopia, Somalia, and Djibouti. This position is based in Nairobi and reports to the Regional Consortium Coordinator. The Specialist will be responsible for designing and overseeing a rigorous and adaptive MEAL system that aligns with DG ECHO requirements and the learning priorities of IGAD, ICPAC, and SCALAA. The role includes managing the program Results Framework, conducting evaluations, ensuring data quality, and developing accountability mechanisms. The ideal candidate will have extensive experience in MEAL, particularly in mixed-methods research, and a strong understanding of anticipatory action and disaster preparedness.

Duties and Responsibilities:
The duties and responsibilities of the Regional MEAL and Learning Specialist include leading the design and implementation of a consortium-wide MEAL system across Ethiopia, Somalia, and Djibouti. The Specialist will develop and maintain the program’s Results Framework, Theory of Change, and indicator matrix, ensuring that data collection schedules and quality assurance protocols are in place. They will establish MEAL governance standards across teams and lead program reviews to inform adaptive management. The Specialist will also provide technical leadership for evaluations, manage external consultants, oversee data quality standards, and ensure ethical data management practices. Additionally, they will design accessible feedback mechanisms for affected communities and lead After-Action Reviews to document operational lessons. The role requires collaboration with various stakeholders to produce learning briefs and knowledge products.

Required Qualifications:
Candidates must possess a Bachelor’s or Master’s degree in Monitoring and Evaluation, Development Studies, Social Research Methods, Statistics, Public Policy, Humanitarian Action, or a closely related field. Additional professional certification in program evaluation or related disciplines is advantageous. A minimum of seven years of progressively responsible MEAL experience in the humanitarian or international development sector is required, with at least three years in a senior regional or multi-country MEAL coordination role. Candidates should have demonstrated experience in designing comprehensive MEAL systems for complex programs and managing Results Frameworks and institutional donor reporting. Experience with DG ECHO or similar donors is preferred, along with technical knowledge in anticipatory action and disaster preparedness.

Educational Background:
The educational background required for this position includes a Bachelor’s or Master’s degree in relevant fields such as Monitoring and Evaluation, Development Studies, or Statistics. Additional certifications in program evaluation or results-based management are considered a strong advantage, indicating a commitment to professional development and expertise in the field.

Experience:
The position requires a minimum of seven years of progressively responsible experience in MEAL within the humanitarian or international development sector. Candidates should have at least three years of experience in a senior regional or multi-country MEAL coordination position, demonstrating their ability to manage complex programs effectively. Proven experience in leading evaluations and managing comprehensive MEAL systems is essential, along with a strong understanding of institutional donor requirements and reporting conventions.

Languages:
Full professional fluency in written and spoken English is mandatory for this position. A working knowledge of French, Somali, or Amharic is considered a strong advantage, enhancing communication with diverse stakeholders and communities in the region.
