Job Overview:
The consultant will lead the development and implementation of the AR3 (Assessment, Review, and Recommendations) initiative, which involves refining the concept note and implementation approach, coordinating with the core team, and engaging with key partners and stakeholders. The role requires conducting assessments, selecting pilot country activities, and implementing these activities while identifying and engaging technical partners. The consultant will also be responsible for developing proposals for the Global Legacy Fund, including governance structure and operational framework recommendations. Stakeholder consultations and information-sharing activities with governments and relevant organizations will be a key part of the role, ensuring that stakeholder feedback is integrated into the AR3 implementation plan. Additionally, the consultant will prepare progress reports, technical briefings, and presentations to support stakeholder engagement and senior management decision-making. The consultant will provide technical expertise for the circularity work stream, refining metrics development and stakeholder engagement, and will support the development of business cases and knowledge products to advance circularity across mineral and metal value chains.

Duties and Responsibilities:
  • Lead the development and implementation of the AR3, including refinement of the concept note and implementation approach, coordination with the core team, and engagement with key partners and stakeholders.
  • Conduct the assessment, selection, and implementation of pilot country activities, including the identification and engagement of technical partners, provision of technical guidance, and documentation of lessons learned and opportunities for scale-up.
  • Develop proposals for the Global Legacy Fund, including recommendations on its governance structure, operational framework, and implementation modalities.
  • Lead stakeholder consultations and information-sharing activities with governments, partners, and other relevant organizations, and support the integration of stakeholder feedback into the AR3 implementation plan.
  • Prepare progress reports, technical briefings, presentations, and other materials of AR3 to support stakeholder engagement, key events, and senior management decision-making.
  • Provide technical expertise for the circularity work stream, including the refinement of the concept note for metrics development, stakeholder engagement, and related technical frameworks.
  • Support the development, review, and finalization of business cases, technical analyses, and knowledge products to advance circularity across mineral and metal value chains.

Required Qualifications:
- Advanced university degree in a field related to geosciences, environmental studies, environmental engineering, chemical engineering, or equivalent experience. A first level degree with an additional two years of qualifying experience may be accepted in lieu of the advanced degree. - At least five (5) years of work experience in activities and projects related to mine closure and remediation of legacy mining sites, sustainable consumption and production, and circular economy. - Experience in working with national governments in developing countries is required. - Experience in working in and with the private sector is required, especially in the mining industry. - Experience in working with the United Nations and international organisations is required. - Very sophisticated writing skills with proven track records of developing high-quality technical documents, and good verbal communication skills with proven ability to liaise with external stakeholders in governments, intergovernmental and non-governmental organizations, and the private sector. - Experience on development of industry mining standard is desirable. - Knowledge of the UN System is an advantage. - Excellent management of office computing tools including Microsoft Word, Excel, PowerPoint, and data analysis and standard statistical techniques.

Educational Background:
An advanced university degree in a relevant field such as geosciences, environmental studies, environmental engineering, or chemical engineering is required. Alternatively, a first-level degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is essential to ensure that the consultant possesses the necessary theoretical knowledge and practical skills to effectively contribute to the responsibilities outlined in the job description.

Experience:
The position requires at least five years of relevant work experience, particularly in activities and projects related to mine closure, remediation of legacy mining sites, sustainable consumption and production, and circular economy practices. The candidate should have a proven track record of working with national governments in developing countries, as well as experience in the private sector, especially within the mining industry. Familiarity with the workings of the United Nations and international organizations is also essential, as is the ability to produce high-quality technical documents and communicate effectively with various stakeholders.

Languages:
Fluency in English, both oral and written, is mandatory for this position. This proficiency is crucial for effective communication with stakeholders, preparation of technical documents, and participation in consultations and meetings. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if they are relevant to the regions where the consultant will be working.

The position is remote and is expected to last for a duration of 7 months. The consultant will work under the supervision of the programme officer coordinating global mining legacy funds within the Mining Unit of UNEP's Industry and Economy Division.
