UNEP's Partnership for Action on Green Economy (PAGE) provides technical assistance to governments to strengthen green fiscal policy and sustainable finance instruments.

Job Overview:
The National Consultant will play a crucial role in supporting the Government of Morocco in integrating climate risk considerations into national investment and financing frameworks. This position involves contributing to a national diagnostic study, facilitating stakeholder consultations, and supporting the pilot application of a climate risk assessment methodology with the FM6I. The consultant will work closely with an international consultant recruited by UNEP to ensure coherence and alignment with national policy frameworks. The outcomes of this work will serve as a foundation for scaling the approach across other Moroccan financial institutions, thereby reinforcing national capacities for green and climate-resilient finance. The consultant's work will also contribute to the implementation of PAGE in Morocco and support UNEP’s broader programs focused on finance and economic transformation, nature, and biodiversity.

Duties and Responsibilities:
The specific tasks, duties, and responsibilities of the National Consultant include:
  • Collecting data, national documents, and other relevant materials necessary for the preparation of the study.
  • Conducting a diagnostic study of FM6I's current climate practices.
  • Preparing a review of good practices and lessons learned from other relevant Moroccan financial institutions, considering the specificities of the Moroccan context relevant to the development of an ESG strategy integrating climate risks by FM6I.
  • Reviewing the draft diagnostic study and international best practices prepared by the international consultant, contributing substantially through modifications and comments.
  • Reviewing the draft methodology for the systematic assessment and management of climate risks prepared by the international consultant and providing substantial contributions.
  • Facilitating the organization of monthly meetings with UNEP and PAGE Morocco to discuss the progress of the study and ensuring effective communication with national stakeholders.
  • Facilitating consultations with FM6I on the review and revision of the first draft of the study and collecting their feedback.
  • Organizing training for FM6I staff on climate risk integration in collaboration with the international consultant.
  • Collaborating with FM6I to pilot the implementation of the methodology on at least three investment projects, producing a report with aggregated data by sector, particularly focusing on vulnerable sectors such as agriculture, water, energy, and coastal infrastructure.

Required Qualifications:
The position requires a Master's degree or higher in finance, economics, social and environmental corporate responsibility, climate science, or a related field. A minimum of five years of progressively responsible experience is required, with in-depth knowledge of economic and financial dynamics, the regulatory context, and sustainable development and climate risk issues in Morocco. Professional experience in producing relevant analysis for the financial sector, particularly for institutional investors, is desired. Additionally, experience in designing and delivering customized training and advice on climate risks is preferred. Strong analytical and research skills, with the ability to synthesize complex information and generate actionable insights, are also essential. A commitment to the principles and goals of sustainable development is desired.

Educational Background:
Candidates must possess a Master's degree or higher in finance, economics, social and environmental corporate responsibility, climate science, or a related field. This educational background is crucial for understanding the complexities of climate risk integration into financial frameworks.

Experience:
The position requires a minimum of five years of progressively responsible experience in relevant fields. Candidates should have in-depth knowledge of economic and financial dynamics, the regulatory context, and sustainable development and climate risk issues specific to Morocco. Professional experience in producing relevant analysis for the financial sector, particularly for institutional investors, is highly desirable. Experience in designing and delivering training on climate risks is also preferred.

Languages:
Fluency in English and French, both oral and written, is required for this position, as these are the working languages of the United Nations Secretariat. Knowledge of Arabic is considered an asset, as it is one of the official languages of Morocco, and familiarity with Moroccan Berber may also be beneficial.
