Job Overview:
The Laboratory and Diagnostics Specialist will play a crucial role in providing technical leadership and guidance for the STRengthening Infectious Disease DEtection Systems (STRIDES) project in Uganda. This position involves leading the development, implementation, and monitoring of strategic initiatives aimed at enhancing laboratory systems and diagnostic capacities. The specialist will work closely with various stakeholders, including project management teams and technical providers, to ensure effective technical assistance is provided for high-quality laboratory services. The role also includes developing guidelines and policies for laboratory diagnostics, contributing to project work plans, and ensuring compliance with monitoring and evaluation systems. The specialist will be responsible for promoting the adoption of new diagnostic technologies and methodologies that align with the country's health priorities, thereby improving access to quality diagnostic testing.

Duties and Responsibilities:
The duties and responsibilities of the Laboratory and Diagnostics Specialist include providing overall technical leadership for laboratory and diagnostic services, coordinating with other technical areas to ensure synergy, and monitoring project protocols and data sets. The specialist will collaborate with national and local counterparts to fulfill project objectives, lead the development of technical briefs and reports, and provide subject matter expertise for laboratory strengthening activities. Additionally, the specialist will promote the integration of new diagnostic technologies, develop and monitor project work plans, conduct analyses for improvement, and build productive relationships with stakeholders. The role also involves overseeing project timelines and budgets, preparing reports summarizing project results, and ensuring compliance with quality standards and donor requirements.

Required Qualifications:
Candidates must possess in-depth knowledge of laboratory and diagnostic-related concepts and practices, experience in developing scopes of work for subcontractors, and a broad understanding of quality assurance and biosafety standards. Proficiency in database management software and online search tools is required, along with excellent organizational, analytical, and project management skills. The ability to communicate effectively with clients and partners is essential, as is the capacity to analyze data and prepare reports. Candidates should demonstrate problem-solving abilities and the capacity to influence and collaborate with others.

Educational Background:
A Master’s degree in microbiology or an equivalent international qualification in biological sciences within a medical laboratory discipline is required for this position. This educational background is essential to ensure that the specialist has the necessary theoretical knowledge and practical skills to lead laboratory and diagnostic initiatives effectively.

Experience:
The position typically requires 6+ years of relevant experience in infectious disease diagnostics and laboratory systems strengthening. Prior experience with United States Government-funded projects and familiarity with USG regulations and reporting requirements is preferred. Candidates should have extensive knowledge of laboratory practices, diagnostic techniques, and quality assurance systems in various health sectors, including human, veterinary, and environmental health.

Languages:
Fluency in Spanish is mandatory, with the ability to read, write, and speak the language proficiently. Additionally, it is ideal for candidates to have proficiency in English, as this will facilitate communication with a broader range of stakeholders and enhance collaboration within the project.

Additional Notes:
The position may require up to 40% local and regional travel. The expected hiring salary range for this role is UGX 87,000,000 - 150,000,000 annually, depending on the applicant's relevant experience and education.
