DRC Syria employs an area-based approach to support internally displaced persons (IDPs), returnees, and host communities across various sectors, including Economic Recovery and Resilience, Protection, WASH, Shelter and Infrastructure, and Humanitarian Disarmament and Peacebuilding. Job Overview: The Finance Manager position is crucial for overseeing the financial and accounting functions of DRC's operations in Syria. This role emphasizes financial planning and budget management, ensuring compliance with financial policies and procedures. The Finance Manager will lead financial monitoring of projects and act as the primary contact for internal and external audits. Additionally, the role supports DRC's localization commitments by enhancing financial governance and accountability within partnerships with local implementing partners. The Finance Manager will work closely with various managers to maintain robust financial management systems, ensuring compliance with statutory laws and donor requirements, while also providing high-quality financial reports and briefings to relevant stakeholders. This position requires a proactive approach to financial risk assessment and the development of financial policies and procedures that align with DRC's global standards.
Duties and Responsibilities: The Finance Manager will have a comprehensive set of responsibilities, including:
People Management: Leading and managing the finance team, focusing on workforce planning, performance management, and staff development.
Financial Management: Coordinating with managers to maintain financial control systems, ensuring compliance with laws and internal policies.
Reporting: Supporting the timely submission of financial reports to donors and preparing internal financial reports.
Budget Control: Ensuring effective budgetary control across country programs and coordinating with managers on financial matters.
Cash Management: Consolidating cash forecasts and maintaining an overview of funding levels.
Audit Preparation: Ensuring documentation is ready for audits and holding review meetings with project managers.
Partner Financial Management: Leading financial risk assessments and overseeing partner financial audits.
Proposal Development: Contributing to proposal development by leading budgeting components.
ERP System Management: Ensuring effective use of the DRC Dynamics ERP system and providing training to staff. 1
Managerial Accountability: Making significant decisions regarding financial operations and ensuring accountability for funds transferred to partners.
Required Qualifications: Candidates must possess a minimum of 3 years of national or international experience in a financial management role, with at least 3 years in people management. Demonstrated experience in managing financial components of sub-grants to local partners is essential, along with proven experience in managing large budgets and working with ERP financial systems. Strong leadership abilities and people management skills are required, as well as competence in providing technical guidance and training. Experience working with national and international partners, as well as local authorities, is also necessary. Technical experience in managing major donor grants and advanced proficiency in Microsoft Excel and related software is expected.
Educational Background: A graduate-level degree in finance, accounting, or business administration is required for this position. Additionally, internationally recognized certifications such as CPA, ACCA, or CFA will be considered a strong asset, enhancing the candidate's qualifications for the role.
Experience: The position requires a minimum of 3 years of relevant experience in financial management, with a strong emphasis on people management. Candidates should have a proven track record in overseeing financial components of sub-grants and managing large budgets, as well as experience with ERP financial systems. Demonstrated leadership skills and the ability to provide technical guidance are essential for success in this role.
Languages: Fluency in English at an advanced level is mandatory for this position, while proficiency in Arabic is desirable. The ability to communicate effectively in both languages will enhance collaboration and engagement with diverse stakeholders.
Additional Notes: The contract length for this position is 12 months, with the possibility of extension based on performance and available funding. The role is classified at the Management F1 level, and the expected start date is as soon as possible.
