Job Overview: The Programme Officer (Partnership Officer) plays a crucial role in the development and implementation of partnership opportunities with civil society organizations (CSOs) in Ukraine. Reporting to the Area Programme Manager, the officer is responsible for identifying and fostering relationships with key stakeholders, including government agencies and local authorities. The role involves conducting assessments of CSO needs, facilitating training sessions, and ensuring effective communication and collaboration with various partners. The officer will also be tasked with monitoring local developments related to governance and civil society, ensuring that DRC's engagement strategies are aligned with national policies and practices. This position requires a proactive approach to project management, including the preparation of Memorandums of Understanding (MoUs) and sub-grant agreements, as well as the coordination of project implementation and monitoring activities. The Programme Officer will also focus on capacity development for partners, ensuring that they have the necessary tools and support to effectively serve internally displaced persons (IDPs) and vulnerable populations in Ukraine.
Duties and Responsibilities: The duties and responsibilities of the Programme Officer (Partnership Officer) include:
Liaising and engaging with focal points: Coordinate meetings with key government agencies and local authorities, attend meetings, and document discussions.
Prepare and sign MoUs and agreements with local authorities, ensuring alignment with DRC standards.
Monitor local governance developments and share updates with DRC internal teams.
Maintain stakeholder mappings for government and civil society actors.
Act as the primary contact for communication with duty bearers and CS partners, ensuring clarity on project expectations.
Prepare MoUs and sub-grant agreements for joint projects, ensuring clear communication of terms.
Lead project management meetings and coordinate monitoring activities.
Conduct capacity needs assessments with partners and support capacity development initiatives.
Conduct risk assessments and due diligence with partners to ensure compliance with DRC standards. 1
Document and track partnership activities and project implementation in accordance with DRC procedures.
Required Qualifications: The position requires the following qualifications:
A Bachelor's degree in public administration, business administration, social sciences, finance, international development, or a related field.
Fluent Ukrainian language skills, with professional working proficiency in English.
Strong writing and editing skills for various documentation purposes.
Highly organized with excellent time management skills.
A solid understanding of the roles and structures of government and civil society actors in Ukraine.
Knowledge of local partners and their operations is an asset.
Desired experience in good governance, capacity development, and partnership management.
Educational Background: Candidates must possess a Bachelor's degree in a relevant field such as public administration, business administration, social sciences, finance, or international development. This educational background is essential for understanding the complexities of governance, civil society, and humanitarian programming in Ukraine.
Experience: A minimum of 2 years of relevant experience in NGOs, particularly in working with civil society organizations or implementing humanitarian or development programs, is required for this position. Candidates should demonstrate a track record of successful project management and partnership development.
Languages: Fluent Ukrainian language skills are mandatory, along with professional working proficiency in English. Additional language skills may be considered an asset but are not required.
Additional Notes: This position is based in Kharkiv, Ukraine, with a contract length of 3 months, subject to a probation period. There is a possibility of extension based on funding availability and satisfactory performance. The salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for national staff.
