Job Overview: The National Consultant will play a crucial role in developing and institutionalizing standard competencies and guidelines for the Reproductive Health Reserve Force (RH TCK) under the National Emergency Medical Team. This position is essential for ensuring the rapid and competent deployment of RH TCK personnel during health crises and disasters. The consultant will work closely with the Ministry of Health and UNFPA to define the competencies required for RH TCK personnel, ensuring they are registered in the National TCK database and meet mandatory benchmarks such as technical competency and protection standards. The consultant will also be responsible for integrating these guidelines into the National Guidelines for Health Emergency Response, thereby enhancing the overall response capacity of the National Emergency Medical Team.
Duties and Responsibilities: The consultant will undertake a comprehensive desk review and gap analysis of existing regulations related to reproductive health and emergency response. They will develop standard competencies for RH TCK personnel, categorizing them based on a level system mandated by the Ministry of Health. The consultant will draft standardized guidelines for the mobilization and deployment of RH TCK personnel, covering pre-deployment, deployment, and post-deployment phases. They will facilitate consultative meetings to ensure alignment with national health emergency response guidelines and conduct validation workshops with key stakeholders to finalize the guidelines. The consultant will also be responsible for producing deliverables such as an inception report, draft guidelines, validation reports, and a final report with user guides for local health agencies.
Required Qualifications: Candidates must possess a Master's degree in Public Health, Demography, Gender, or related Social Sciences. They should have relevant work experience in humanitarian coordination, response, rehabilitation, and recovery, with a strong background in midwifery programs in disaster management settings. A minimum of five years of experience in developing national guidelines, reproductive health, or humanitarian SOP development is required. Familiarity with humanitarian coordination and excellent communication and interpersonal skills are also essential for this role.
Educational Background: The educational requirement for this position is a Master's degree in a relevant field such as Public Health, Demography, Gender, or other related Social Sciences. This advanced degree is crucial for understanding the complexities of reproductive health and emergency response, as well as for developing effective guidelines and standards.
Experience: The position requires a minimum of five years of relevant experience in humanitarian coordination, response, rehabilitation, and recovery. Candidates should have a proven track record in developing national guidelines and SOPs related to reproductive health and humanitarian response. Experience in midwifery programs in disaster management settings is highly desirable, as is familiarity with the humanitarian coordination mechanisms.
Languages: Fluency in spoken and written Indonesian and English is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders, as well as for the development of guidelines and reports that will be utilized in both local and international contexts.
