Job Overview:
The director" style="border-bottom: 1px dotted #007bff !important;">Country Director will lead Plan International Syria's strategic and operational efforts to deliver high-quality humanitarian and early recovery programming that addresses the needs and vulnerabilities of children, girls, youth, and affected communities across Syria. This role is crucial in ensuring that programs are well-funded, contextually relevant, and responsive to humanitarian needs. The Country Director will oversee the motivation and support of teams, ensuring compliance with Plan International's global policies and standards. The position requires a seasoned leader who can navigate the complexities of Syria's political economy, mobilize funding from diverse institutional donors, and maintain a commitment to the safety and duty of care for staff in a volatile environment. The Country Director will also be responsible for establishing and positioning Plan International in Syria, building the organization's reputation and operational presence, and fostering relationships with key stakeholders.

Duties and Responsibilities:
The Country Director will ensure that Plan's work in Syria is well-funded, recognized locally and internationally, and responsive to the needs of girls and vulnerable children. Responsibilities include driving forward a sustainable and inclusive Country Strategy aligned with Plan International's values and global strategy, providing leadership in exploring new program and business opportunities, and representing Plan's work to key stakeholders. The Country Director will recruit and develop a high-performing team, ensuring alignment with the organization's purpose and values. They will improve operational elements, manage budgets, and ensure compliance with donor requirements. Additionally, the Country Director will embed safeguarding policies and gender equality principles in all aspects of the organization's work, ensuring that staff understand their responsibilities under these policies.

Required Qualifications:
Candidates must possess a strong background in business development, humanitarian programming, and external influencing. They should have a proven track record of leading diverse, high-performing teams in complex environments, with expertise in delivering programs in fragile contexts. Skills in building partnerships and influencing stakeholders across government, NGOs, and donors are essential, along with capabilities in negotiation, donor compliance, and financial management. The ideal candidate will be a strategic and values-driven leader who sets clear direction, makes sound decisions in uncertainty, and delivers results through others, championing inclusion and gender equality.

Educational Background:
A relevant educational background is required, typically including a degree in international development, humanitarian studies, social sciences, or a related field. Advanced degrees or specialized training in areas such as child rights, gender studies, or public policy may be advantageous.

Experience:
Candidates should have significant experience in international leadership roles, particularly in humanitarian contexts. Experience in managing complex programs, leading teams, and engaging with diverse stakeholders is crucial. A strong understanding of child rights, gender equality, and the political, social, and humanitarian landscape in fragile contexts is necessary.

Languages:
Fluency in English is mandatory, and proficiency in Arabic is highly desirable given the operational context in Syria. Knowledge of additional languages may be beneficial but is not required.

Additional Notes:
This position is a two-year fixed-term contract with relocation support available. The Country Director will report to the Director of Sub Region and is expected to contribute to the overall learning and strategic direction of Plan International's Middle East, East and Southern Africa (MEESA) regional leadership team.
