Job Overview: The Monitoring, Evidence, Accountability and Learning Officer will be an integral part of the MEAL Department, working closely with all program units and relevant support units within the area office, as well as the Country Office MEAL team. This position is crucial for supporting NRC Ukraine Area South programming by developing, coordinating, ensuring quality control, and implementing the MEAL system in practice. The officer will play a significant role in monitoring activities, which includes data collection through various methods, providing technical support for testing tools, and performing primary data cleaning. The role also emphasizes the importance of ethical engagement with communities during monitoring and assessment activities, ensuring that the MEAL processes are effectively integrated throughout the project lifecycle.
Duties and Responsibilities: The duties and responsibilities of the Monitoring, Evidence, Accountability and Learning Officer include:
Contributing to the implementation of MEAL systems and Standard Operating Procedures (SOPs) at the Area Office level.
Conducting quantitative and qualitative data collection for assessments, outcome monitoring, and evaluations.
Ensuring timely and accurate entry, cleaning, and organization of monitoring and assessment data.
Supporting the maintenance of MEAL databases and proper filing/documentation (both digital and hard copies).
Assisting in the verification of project activities, distributions, and beneficiary lists.
Promoting safe, inclusive, and ethical engagement with communities during monitoring and assessment activities.
Supporting the documentation and analysis of Complaints and Feedback Mechanism (CFM) data in collaboration with the Country Office CFM Coordinator.
Ensuring compliance and adherence to NRC policies, guidance, and procedures, with a specific focus on MEAL policies and procedures.
Following up on MEAL processes and tools throughout all project lifetimes. 1
Conducting various types of data collection through different methods (surveys, key informant interviews, focus group discussions, etc.) using mobile data collection methods (in-person or by phone). 1
Testing tools for data collection to identify technical or logical errors. 1
Maintaining accurate documentation related to the MEAL system, including monitoring reports, data collection tools/methodologies, indicator profiles, MEL Matrices/Work Plans, and documented calculations of indicators, ensuring proper filing. 1
Supporting project teams during the implementation of field activities, including assessments, registrations, and distributions. 1
Assisting the MEAL department with capacity building for project teams and partners on MEAL processes and tools. 1
Carrying out any other tasks relevant to the function and position as delegated by the line manager.
Required Qualifications: The required qualifications for the Monitoring, Evidence, Accountability and Learning Officer position include:
A minimum of 1 year of relevant work experience in a similar role.
Knowledge of quantitative and qualitative data collection methods.
Strong data collection skills, particularly with tools such as Kobo.
Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook) is required; experience with Microsoft 365 (SharePoint, Teams, OneDrive, Planner) is an advantage.
Familiarity with the humanitarian context in Ukraine is essential.
Educational Background: The educational background needed for this position includes a Bachelor’s degree or diploma in social sciences, statistics, or a related field. This educational foundation is crucial for understanding the complexities of data collection and analysis in humanitarian settings.
Experience: The level of experience needed for the Monitoring, Evidence, Accountability and Learning Officer position includes a minimum of 1 year of relevant work experience, particularly in collecting qualitative and quantitative information in national or international NGOs, research institutes, or academic settings. Experience with mobile data collection systems such as KoboCollect or ODK Collect is also highly valued.
Languages: Fluency in spoken and written Ukrainian is mandatory for this position, as it is essential for effective communication and engagement with local communities. Knowledge of the English language is considered an advantage, as it may facilitate communication with international teams and stakeholders.
