Job Overview:
The Programme Development Manager is responsible for leading the design and development of high-quality, evidence-based, and results-oriented program initiatives. This role involves translating program evidence, contextual analysis, partner and Plan priorities, and donor requirements into compelling project designs using a results-based management (RBM) approach. The manager will work closely with the Programme Director, technical leads, and various departments to ensure that new project ideas align with Plan Thailand's country strategy and donor priorities. The position also contributes to building a strong funding pipeline by developing donor-ready concept notes and supporting proposal development processes. The Programme Development Manager plays a crucial role in strengthening the internal and partner capacity in project design and RBM, ensuring that projects are not only well-designed but also sustainable and impactful.

Duties and Responsibilities:
The Programme Development Manager will lead and coordinate the development of high-quality concept notes and proposals for development and humanitarian-development nexus projects. Responsibilities include applying results-based management principles to project design, conducting problem and stakeholder analysis, and developing a Theory of Change, results hierarchy, logical frameworks, indicators, baselines, targets, assumptions, and risk assessments. The manager will translate program learning and community consultations into fundable project concepts and scalable program models. Additionally, the role involves supporting donor positioning by creating tailored concept notes, pitch documents, capacity statements, and donor presentations. The manager will coordinate cross-functional proposal teams, ensuring timely contributions from various departments and partners, and will contribute to the proposal pipeline and opportunity tracking in collaboration with resource mobilization colleagues. Furthermore, the manager will strengthen the capacity of program staff and partners on RBM, concept note development, logframe design, and donor-responsive proposal writing.

Required Qualifications:
Candidates for the Programme Development Manager position should possess strong analytical and strategic thinking skills, with a proven ability to design and develop high-quality project proposals. They should have experience in results-based management and a deep understanding of the development and humanitarian sectors. Excellent communication and interpersonal skills are essential, as the role requires collaboration with various stakeholders, including government entities, civil society, and private sector actors. The ideal candidate should also demonstrate a commitment to gender equality and inclusion, as well as a strong understanding of safeguarding standards.

Educational Background:
A relevant degree in international development, social sciences, or a related field is required for this position. Advanced degrees or specialized training in project management, results-based management, or related areas will be considered an asset. Candidates should also have a strong understanding of the principles of child rights and gender equality, as well as familiarity with the challenges faced by marginalized groups.

Experience:
The Programme Development Manager should have a minimum of 5 years of experience in program design and development, particularly in the context of international development or humanitarian work. Experience in leading proposal development processes and working with donors is highly desirable. The candidate should also have a track record of successfully managing projects and collaborating with diverse teams and stakeholders.

Languages:
Fluency in English is mandatory for this position, as all documentation and communication will be conducted in English. Knowledge of Thai or other local languages is considered an advantage, as it may facilitate better engagement with local partners and communities.

Additional Notes:
This position is a 1-year fixed-term contract based in Bangkok, Thailand. The Programme Development Manager will report to the Programme Director of the Thailand Programme Unit and will have a matrix line to the Head of Resource Mobilisation at the Asia Pacific Regional Hub.
