Job Overview:
The Program Officer II plays a crucial role in providing programmatic, operational, and administrative support to the STRIDES project. This position is integral to the successful implementation of the project, ensuring compliance with donor regulations, and fostering effective engagement with partners and stakeholders. The officer will work closely with various teams, including program, technical, finance, and procurement, to ensure that project deliverables are executed in a timely manner. The role is particularly suited for professionals who have experience in managing USG-funded contracts across multiple countries and technical sectors, as it requires a comprehensive understanding of project management principles and practices. The officer will also be responsible for synthesizing operational, financial, and programmatic information into reports and presentations, thereby contributing to the overall success of the project.

Duties and Responsibilities:
The Program Officer II will be responsible for a wide range of duties, including but not limited to: supporting the implementation of complex multi-country projects, coordinating project startup and monitoring activities in alignment with donor requirements, tracking project deliverables and milestones, synthesizing operational and financial information into reports, maintaining project documentation and records management systems, coordinating travel and logistics for project activities, supporting compliance reviews for project documentation, assisting with donor communications, reading and interpreting subcontractor budgets, reviewing invoices and financial transactions for accuracy, coordinating partner communication regarding deliverables, and implementing fraud prevention practices. The officer will also participate in project meetings and donor engagements, ensuring effective coordination with all stakeholders involved in the project.

Required Qualifications:
Candidates for the Program Officer II position must possess a full understanding of project management concepts and practices, as well as a basic knowledge of the technical areas relevant to the project. Strong oral and written communication skills are essential, along with demonstrated project management abilities. The ideal candidate will have experience supporting project operations, procurement, contracts, and reporting, and must be able to problem-solve effectively and implement corrective actions as needed. Additionally, the candidate should be proficient in reading, writing, and speaking fluent English, with French proficiency being a strong plus. Other desirable language skills will also be considered an asset.

Educational Background:
A Bachelor’s Degree or international equivalent in fields such as International Development, International Affairs, Public Administration, Business Administration, Economics, Political Science, Public Health, Communications, or a related field is required for this position. A project management certification is preferred, indicating a formal recognition of the candidate's expertise in managing projects effectively.

Experience:
The position typically requires a minimum of 4+ years of relevant experience in project management principles and practices. Prior work experience in a non-governmental organization (NGO), government agency, or private organization is highly desirable. Experience in international or domestic program development or program management is preferred, as it aligns with the responsibilities of the role and the nature of the projects managed by FHI 360.

Languages:
Fluency in English is mandatory for this position, as it is essential for effective communication and reporting. Proficiency in French is strongly preferred, as it may enhance collaboration with partners and stakeholders in French-speaking regions. Additional language skills are considered desirable and may provide an advantage in the role.

Additional Notes:
This position is expected to involve 10% – 25% international and domestic travel as needed. The expected US-based hiring salary range for this role is between USD 64,000 - 74,000 annually, which reflects national averages that may vary based on geographic location. FHI 360 offers a competitive benefits package, including a 7% contribution to a pension plan, 18 days of paid vacation per year, 12 sick days, and 11 holidays for full-time employees.
